PROCEEDINGS OF THE 2006 BOARD OF EQUALIZATION
APRIL 13, 2006

The Beadle County Board of Equalization met Thursday – April 13, 2006 at 9:00 a.m. with members present: Chairman Mattke, Vice Chairman Chase, Dahl, Marcus and Ziegeldorf. Also present were Pat Tschetter, Beadle County Director of Equalization and Debbie Lindblad, Deputy Director of Equalization.


At 9:00 a.m. Carl & Lauri Maass met with the Board to discuss the assessed value of their property.

Director’s Appeal #1 – Record #7601 – Lot 10, Gross Addition, Lake Byron, 19388 Pelican Loop.
The Board approved for the Director of Equalization to do a reappraisal of the property and report back to them. On April 18, 2006.


At 9:15 a.m. Larry Tschetter representing Isaac & Anne Tschetter met with the Board to discuss the assessed value of their property.

Director’s Appeal #2 – Record #6114 – NE4, Section 8, Lake Byron Township. The Board approved for the Director of Equalization to do a reappraisal of the property and report back to them on April 18, 2006. 


At 9:30 a.m. Jerry Hofer met with the Board to discuss the assessed value of his property.

Director’s Appeal #3 – Record #6216 - Lot B of Plat of Lot 1 of Lot 1, Section 27, Lake Byron Township. The Board approved for the Director of Equalization to do a reappraisal of the property and report back to them on April 18, 2006.


At 9:45 a.m. Larry Tschetter met with the Board to discuss the assessed value of his property.

Director’s Appeal #4 – Record #6118 – NE4, Section 9, Lake Byron Township. The Board approved for the Director of Equalization to do a reappraisal of the property and report back to them on April 18, 2006.


At 10:00 a.m. Francis and Diane Thomas met with the Board to discuss the assessed value of their property.

Director’s Appeal #5 – Record #7536 – Lot 15, Temmey’s Addition, Lake Byron Township. The Board approved for the Director of Equalization to do a reappraisal of the property and report back to them on April 18, 2006.


At 10:15 a.m. Gerald Kaufman presented the Board with a motion to dismiss appeal filed by the Director of Equalization on Appeal #DA6 upon the grounds that the notice of appeal filed by the Director of Equalization violated the requirements of procedural dues process.

Moved by Marcus, seconded by Dahl. Motion carried. To approve to postpone appeal hearing on Director Appeal #6 until April 18, 2006 at 10:00 a.m. so Beadle County States Attorney can be in attendance.

Director’s Appeal #6 – Record #7749 - N10’ of Lot 176 and all of Lot 177, McNider’s Addition, Lake Byron Township.


At 10:30 a.m. Larry Sargent met with the Board to discuss the assessed value of Melissa & Brad Jungemann property.

Director’s Appeal #7 – Record #7709 – Lots 91 & 92, McNider’s Addition, Lake Byron Township. Moved by Chase, seconded by Dahl. Motion carried. To approve to raise Local Board structure value from $2,000.00 to $4,000.00 and land to raise Local Board value from $8,000.00 to 9,000.00.


At 10:45 a.m. The Board considered the assessed value of James and Linda Anderson property.

Director’s Appeal #8 – Record #7708 – Lot 90, McNider’s Addition, Lake Byron Township. Moved by Chase, seconded by Marcus. Motion carried. To approve to raise Local Board structure value from $9,000.00 to $10,000.00 and to raise Local Board land value from $4,000.00 to $7,000.00.


At 11:00 a.m. Douglas and Michael Schmitt met with the Board to discuss the assessed value of their property. 

Director’s Appeal #9 – Record #7632 – Lot 22, Willard & Ellen Tschetter Addition, Lake Byron Township. Moved by Ziegeldorf, seconded by Marcus. Motion carried. To approve to raise Local Board structure value from $1,000.00 to $2,000.00 and land to remain at $10,000.00. 





At 11:15 a.m. Reinhold Fuerst met with the Board to discuss the assessed value of his property,

Director’s Appeal #10 – Record #7699 – W2 of Lot 73 and all of Lots 74 & 75 and E3’ of Lot 76, McNider’s Addition, Lake Byron Township. The Board approved for the Director of Equalization to do a reappraisal of the property and report back to them on April 18, 2006.


At 11:30 a.m. Lynette Jungemann met with the Board to discuss the assessed value of her property.

Director’s Appeal #11B – Record #6708 – Brad Jungemann That part lying W of Ry of NW4, Section 14, Bonilla Township (14-113-64). Moved by Ziegeldorf, seconded by Dahl. Motion carried. To approve to raise Local Board Ag value from $2,336.00 to $6,106.00. 

Director’s Appeal #11C – Record #6755 – Brad Jungemann part of SW4 of NW4 lying W of Ry R/W, Section 23, Bonilla Township (23-113-64). Moved by Ziegeldorf, seconded by Marcus. Motion carried. To approve to raise Local Board Ag value from $581.00 to $1,794.00.

Director’s Appeal #11D – Record #6711 – Brad Jungemann – SW4 W of Ry, Section 14, Bonilla Township (14-113-64). Moved by Chase, seconded by Marcus. Motion carried. To raise Local Board Ag value from $6,475.00 to $6,845.00.


At 11:45 a.m. Randal Keating met with the Board to discuss the assessed value of his property. 

Director’s Appeal #12 – Record #1492 – NE4, Section 11, Richland Township (11-110-59). The Board approve for the Director of Equalization to do a reappraisal of the property and to report back to them on April 18, 2006.

Appeal #14B – Record #15007 – Lot 7A, Block 9, 2nd Athletic Park Addition, Huron Mobile Estates, Huron City. Moved by Ziegeldorf, seconded by Dahl. Motion carried. To approve lower assessors mobile home value from $4,107.00 to $2,100.00. 


At 2:00 p.m. John Maynes and John W Maynes representing HOC Properties V, Inc met with the Board to discuss the Board to discuss the assessed value of their property.

Appeal #15 – Record #8972 – S 200’ of Lot 5, Replat of Christen-Osborn W and N Estates Dymphna Addition, Huron City. Moved by Chase, seconded by Dahl. Motion carried. To approve to lower assessors structure value from $262,482.00 to $154,440.00 and land to remain at $54,760.00.


At 2:15 p.m. the Board considered the assessed value Rocky Brenden Mobile Home.

Appeal #16 – Record #15010, Rocky Brenden Mobile Home (Connie Tschetter) Building on leased site property, Lot 173, Prairie Villa, Huron City. Moved by Marcus, seconded by Ziegeldorf. Motion carried. To approve to lower assessors mobile home value from $6,073.00 to $500.00.




At 2:45 p.m. Steve Oteken representing High Voltage, LLC met with the Board to discuss the assessed value of his property. 

Appeal #18 – Record #11018 – Lot 1 Griffith’s 3rd Subdivision a plat of N230’ of W350’ & E40’ of Tract R, BB & D Outlots, Huron City. Moved by Chase, seconded by Marcus. Motion carried. To approve to lower Local Board structure value from $899,375.00 to $719,500.00. and land to remain at $100,625.00.



At 3:00 p.m. Steve Cutler met with the Board to discuss the assessed value of his property.

Appeal #19 – Record # 13770 - Lot 4, Block 1, Windsor Square 6th Addition, Huron City. Moved by Chase, seconded by Marcus. Motion carried. To raise Local Board structure value from $89,931.00 to $105,000.00 and land value to remain at $4,185.00.


At 3:30 p.m. the Board considered the added value of Camron Weber.

Added Value Appeal #20 – Record #7618 - Lot 4, Willard & Ellen Tschetter Addition, Lake Byron Township. Moved by Dahl, seconded by Marcus. Motion carried. To approve added value of land from $4,971.00 to $10,000.00 and NACM1 structure of $32,035.00.


At 3:45 p.m. Marie Malone met with the Board to discuss her Freeze Appeal.

Freeze Appeal #21 – Record #8743 – E2 of N45’ of Lot 3 & E2 of Lot 14, Block 5, Chambers 1st Addition, Huron. Moved by Chase, seconded by Marcus. Motion carried. To approve Tax Freeze assessments to remain at 2005 values.


At 4:00 p.m. Catherine Engberg met with the Board to discuss her Freeze Appeal.

Freeze Appeal #22 – Record #11578 – W 65’ of Lots 22 & 23, block 8, First Railway Addition, Huron City. Moved by Marcus, seconded by Dahl. Motion carried. To approve Tax Freeze assessments and remain at 2005 values.


At 4:15 p.m. the Board considered the Freeze Appeal of David and Kathleen Dennis.

Freeze Appeal #23 – Record #6582 – SW4, Section 22, Altoona Township. Moved by Chase, seconded by Dahl. Motion carried. To approve Tax freeze assessments and roll back to qualifying year.


At 4:30 p.m. the Board considered the added value appeal of Jan & Peterson Family Inc.

Added Value Appeal #24 – Record #6524 – NW4, Section 9-113-63, Altoona Township. Moved by Dahl, seconded by Marcus. Motion carried. To approve added Ag A1 value of $149,625.00 for seven 50,000 bushel bins.


At 4:45 p.m. Bill Cahill met with the Board to discuss the assessed value of Doriann Gruver Garner property.


Appeal #17A – Record #13759 – Lot 1, Block 3, Prairie Estates. Moved by Chase, seconded by Marcus. Motion carried. To approve to lower assessors land value from $14,000.00 to $7,000.00.


Appeal #17B – Record #13762 – Lot 4, Block 3, Prairie Estates. Moved by Dahl, seconded by Marcus. Motion carried. To approve to lower assessors land value from $14,000.00 to $7,000.00.
