PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
JUNE 20, 2006

The Board of Beadle County Commissioners met on Tuesday – June 20, 2006 at 9:00 a.m., pursuant to adjournment of June 13, 2006 with members present: Chairman Mattke, Vice Chairman Chase, Dahl and Ziegeldorf. Absent: Marcus.


The minutes of June 13, 2006 were approved as read with no additions or changes.


Moved by Chase, seconded by Dahl. Motion carried. To approve equipment transfers from 2005 Homeland Security Equipment Grant as presented by Tom Moeding, Beadle County Emergency Management Director.

Wessington Fire Department $15,222.20 


Moved by Ziegeldorf, seconded by Chase. Motion carried. To adopt the following resolution:

RESOLUTION 06-07-06
“DECLARATION OF EMERGENCY”
WHEREAS, Beadle County, South Dakota, has suffered severe drought, brought on by lack of rain and high temperatures, during the spring of 2006.

WHEREAS, Beadle County has committed all available resources and taken all possible actions within the jurisdictional boundaries to combat and to alleviate the emergency, local resources are not adequate to cope with the situation.

NOW, THEREFORE, BE IT RESOLVED: by the Board of Beadle County Commissioners at a regular meeting held on June 20, 2006, it is hereby requested that haying and grazing be allowed on CRP lands in Beadle County. 


Moved by Chase, seconded by Dahl. Motion carried. To approve to raise work release fees to $25.00 per day effective July 1, 2006.


Moved by Ziegeldorf, seconded by Chase. Motion carried. To adopt the following resolution:

RESOLUTION 06-04-06
“PLAT OF HUYCK HAVEN, A PART OF GOVERNMENT LOT 3,
IN THE SW4 OF SECTION 19-110-62”

On recommendation of the Beadle County Planning Commission: BE IT RESOLVED: by the Board of Beadle County Commissioners that the plat of “Huyck Haven a part of Government Lot 3 in the SW4 of Section 19-110-62”, West of the 5th P.M., Beadle County, South Dakota, as described above and drawn hereon be approved and accepted and the Auditor hereby is instructed to endorse on such plat a copy of this resolution and to certify the same.

RESOLUTION 06-05-06
“PLAT OF GLANZER LOT 1, A PART OF THE PARCEL OF
BEADLE COUNTY W.A. NO. 3 IN THE NW4
OF SECTION 21-109-63”

On recommendation of the Beadle County Planning Commission: BE IT RESOLVED: by the Board of Beadle County Commissioners that the plat of “Glanzer Lot 1, a part of the parcel of Beadle County W.A. No. 3 in the NW of Section 21-109-63”, West of the 5th P.M., Beadle County, South Dakota, as described above and drawn hereon be approved and accepted and the Auditor hereby is instructed to endorse on such plat a copy of this resolution and to certify the same.


Moved by Chase, seconded by Ziegeldorf. Motion carried. To approve variance request of Ken Hofer to build a house and garage closer to right-of-way than 75 feet allowed by ordinance. Property is located in N2 of Section 22-113-62, Pleasant View Township.


Moved by Dahl, seconded by Chase. Motion carried. To approve variance request of Richard & Dave Marshall to haul manure over the 5 mile limit in ordinance. The Marshall’s are applying for a State permit from DENR for waste management system. Property is located in the NE4 Section 1-113-64 Bonilla Township.


Moved by Dahl, seconded by Ziegeldorf. Motion carried. To approve to set bid date of July 25, 2006 at 11:00 a.m. for a Highway Department Pickup.


Moved by Chase, seconded by Dahl. Motion carried. To approve Amendment to 2006-2007 Care of Poor Policy as present by Welfare Director Deb Bozentko. Copy on file in the Welfare Office and the Auditor’s Office.


Moved by Chase, seconded by Dahl. Motion carried. To adopt the following resolution:

RESOLUTION 06-06-06
“GRANT SUPPLEMENTAL BUDGET”

WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for US Department of Justice for Domestic Preparedness (ODP) FY 2005 Equipment Grant. The following item will be reimbursed for monies expended in the 2006 Budget.

226 222.429.04 Emergency Management Homeland Security $ 45, 707.86

NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the item set forth above.


Moved by Ziegeldorf, seconded by Chase. Motion carried. To approve to notify Dalager Engineering Company that Beadle County does no foresee any environmental impact when Dakota Energy does construction in Allen Township between section 33 and 34.


Foster Township Board members, Dalin Fast and Jack Wellnitz met with the Board to discuss drainage problems in the SE4 Section 20 and NW4 Section 29.


On motion the Board adjourned to meet next on Thursday – June 29, 2006 at 9:00 a.m.
