PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
AUGUST 8, 2006
The Board of Beadle County Commissioners met Tuesday – August 8, 2006 at 9:00 a.m., pursuant to adjournment of July 31, 2006 with members present: Chairman Mattke, Vice Chairman Chase, Marcus, Dahl and Ziegeldorf.
The minutes of July 31, 2006 were approved as read with no additions or changes.
Moved by Marcus, seconded by Ziegeldorf. Motion carried. To approve for Beadle County to take part in the City/County Clean Up to held August 25 & 26, 2006 at the City Landfill. County Highway workers to work August 26, 2006.
Moved by Ziegeldorf, seconded by Marcus. Motion carried. To approve for County Highway Department to furnish the following equipment: blade, truck and loader plus operators on August 28 and September 1 at the South Dakota State Fair Grounds.
Moved by Dahl, seconded by Ziegeldorf. Motion carried. To adopt the following resolution:
RESOLUTION 08-01-06
“BEADLE COUNTY WHEEL TAX PERCENTAGE”
WHEREAS, the Beadle County Board of Commissioners did enact an Ordinance imposing an annual wheel tax not to exceed two (2) dollars per vehicle wheel on all motor vehicles in Beadle County, as defined in SDCL 32-3-1, and,
WHEREAS, the wheel tax may only be assessed and collected once during the calendar year on each registered motor vehicle and a motor vehicle which is licensed for a period of time of less than twelve months, any wheel taxes shall be prorated on a monthly basis in Beadle County, and,
WHEREAS, said ordinance states that the Board of County Commissioners shall by resolution establish a means of distributing the revenue generated by said wheel tax among the municipalities and townships located within the county, and
NOW, THEREFORE BE IT RESOLVED: that the wheel tax collected for 2007 in Beadle County be distributed as follows:
3% to municipalities for use on roads and bridges only.
3% to townships for use on roads and bridges only.
94% retained by County for use on roads and bridges only.
Distribution of revenue for the municipalities shall be based on the total number of maintained miles of streets certified to the county by each municipality located within the County.
Distribution of revenue for the townships shall be based on the total number of maintained miles of roads certified to the county by each township located within the County.
Said wheel tax to be distributed monthly by the County Auditor.

Moved by Marcus, seconded Dahl. Motion carried. To approve to publish Notice to Cut Grass, Weeds, Trees or Brush in all Township roads right of ways in Beadle County.
Moved by Dahl, seconded by Chase. Motion carried. To approve that the Beadle County Treasurer’s Office accept Debit Cards as a form of payment.
Moved by Ziegeldorf, seconded by Chase. Motion carried. To approve for Dakotaland Museum Board to advertise for Dakotaland Museum Director at a rate of $10.40 per hour, 30 hours per week with insurance and retirement benefits.
Bonnie Dosch and Julie Miller, nurses from Community Health Services met with the Board to give their second quarter report.
On motion the Board adjourned to meet next on August 15, 2006 at 9:00 a.m.
