PROCEEDINGS OF THE
BEADLE COUNTY COMMISSION NOVEMBER 9, 2006
The Board of Beadle County Commissioners met Thursday – November
9, 2006 at 9:00 a.m., pursuant to adjournment of November 1, 2006 with
members present: Chairman Mattke, Vice Chairman Chase, Dahl, Marcus and
Ziegeldorf.
The Board of County Commissioners served as Canvassing Board for
the November 7, 2006 General Election and found everything to be in order.
Moved by Marcus, seconded by Dahl. Motion carried. To approve to
refund $367.28 to Anson Chapman as tax was paid in error for property at
361 Beach SE Huron SD (Lot 5, Block 74, 6th Railway Addition)
Moved by Ziegeldorf, seconded by Chase. Motion carried. To deed to
Reed Bennett Beadle County’s 8’ Lake access Lot 41 McNider’s
Addition to Lake Byron as he is owner on either side of this lot.
At 10:00 a.m. the Chairman declared bidding closed and the notice
to bidders for Chain Link Fence for County Highway Shop was read. The
following bids were received:
1) Dakota
Environmental – Huron SD
$ 38,000.00
2) American Fence
Company – Sioux Falls SD
$ 25,254.00
Moved by Marcus, seconded by Dahl. Motion carried. To accept bid of
American Fence Company – Sioux Falls SD in the amount of $25,254.00.
Project to be funded by 2006 HMLS grant monies.
Moved by Chase, seconded by Marcus. Motion carried. To approve
quote of Muth Electric in the amount of $2,000.00 to wire the east
building at the Beadle County Highway Department. Quotes were received
from Ferguson Electric in the amount of $2,395.00; Muth Electric in the
amount of $2,000.00 and Heinman Electric in the amount of $2,450.00.
At 11:00 a.m. Chairman Mattke asked for discussion of variance
request from Marshall Brothers to place a concentrated animal feeding
operation closer to neighbor than allowed in ordinance. Board members
asked several questions of people in attendance. (copy of video on record
with the Beadle County States Attorney)
Moved by Dahl, seconded by Ziegeldorf. Motion carried. To deny
variance request of Marshall Brothers to construct a concentrated animal
feed lot operation less than the one mile setback required by ordinance.

Moved by Chase, seconded by Dahl. Motion carried. To approve
to set hearing date of November 30, 2006 at 10:45 a.m. for Alcoholic
Beverage License for Fowl Play Inc.
Moved by Chase, seconded by Ziegeldorf. Motion carried. To approve
to set bid date of December 12, 2006 at 11:00 a.m. for Regional Correction
Center Inmate Meals.
Moved by Ziegeldorf, seconded by Marcus. Motion carried. To approve
payment of $2,000.00 for satisfaction of lien in the name of Dale &
Carol Engebreston for amount of $4,077.40. Resolution 11-02-06 will be
signed when payment is made.
On motion the Board adjourned to meet next on November 14, 2006 at
9:00 a.m.
