BEADLE COUNTY COMMISSION

JANUARY 9, 2007

 

 

     The Board of Beadle County Commissioners met on Tuesday, January 9, 2007 at 9:00 a.m., pursuant to adjournment of December 28, 2007 with members present: Chairman Mattke, Vice Chairman Marcus, Chase, Drake and Werner.

 

 

     The minutes of December 28, 2006 were approved as read with no additions or changes.

 

 

     At 9:10 a.m. Dick Werner, Commission for District #3 was sworn in by Anita Hasek, Clerk of Courts.

 

 

     Moved by Marcus, seconded by Werner. Motion carried. To approve the following equipment transfers as presented by Tom Moeding, Emergency Management Director.

 

          Huron City Police Department $5,209.00 from 2005 HMLS Equipment Grant

          Huron City Police Department $23,591.00 from 2004 LETPP Grant

          Cavour Fire $5,000.00 from 2005 HMLS Equipment Grant

          Hitchcock Fire $6,500.00 from 2005 HMLS Equipment Grant

 

 

     Moved by Werner, seconded by Chase. Motion carried. To approve 24/7 Sobriety Program Policy to be administered by Regional Correction Center as presented by Jail Administrator Deputy Skip McWethy.

 

 

     Moved by Chase, seconded by Drake. Motion carried. To approve Intake/Admissions Policy for Unclothed Body Searches as presented by Jail Administrator Deputy Skip McWethy contingent on approval from Beadle County States Attorney and Department of Corrections.

 

 

     At 10:30 a.m. Chairman Mattke declared bidding closed and the notice to bidders for Metal Pipe (culverts) & Bridge Materials effective February 1, 2007 thru January 31, 2008 was read the following bids were received:

 

          1)  Central Culvert Supply – Pierre SD

               (Bid in it’s entirety on file in the Auditor’s Office)

 

         2)  Huron Culvert & Tank Company – Huron SD

              (Bid in it’s entirety on file in the Auditor’s Office)

 

 

     Moved by Chase, seconded by Marcus. Motion carried. To accept the bid of Huron Culvert & Tank Company – Huron as being lowest bidder and in the best interest of Beadle County.

 

 

     Moved by Drake, seconded by Marcus. Motion carried. To approve to set bid date of February 5, 2007 at 1:00 p.m. for approximately 22,000 tons more or less of Washed Crushed Rock Type 2A Modified.

RESOLUTION 1-2-07

     WHEREAS, the Board of County Commissioners of Beadle County, South Dakota, deem it necessary for the prompt accurate dispatch of business that Deputies, Office Administrators, Office Assistants, Legal Assistants  and Clerks be employed in the following offices; now, therefore,

     BE IT RSOLVED: that the number of Deputies, Office Administrators, Office Assistants, Legal Assistants and Clerks, the time of employment and the compensation that they shall receive is hereby fixed as a maximum for such offices as follows:

COUNTY AUDITOR

One full time Deputy, salary $2,409.90 per month

One full time Office Administrator, salary $2,234.90 per month

COUNTY TREASURER

One full time Deputy, salary $2,259.90 per month

One full time Office Administrator, salary $2,209.90 per month

One full time Office Assistant, salary $2,209.90 per month

One Jail/JDC Adm-Deputy, salary $3,928.30 per month

One full time Office Assistant, salary $12.71 per hour

(32 hours with benefits)

REGIONAL CORRECTION CENTER/JUVENILE DENTENTION CENTER

     Jailers to be compensated at $14.15 per hour. Jailers who work between the hours of 6 p.m. and 6 a.m. shall be paid an additional $0.50 per hour for all hours worked during those hours. Guards to be compensated at $35.00 per trip.

DAKOTALAND MUSEUM

One full time Director, salary $10.85 per hour

(20 plus hours with benefits)

EXTRA CLERKS – COUNTY OFFICES           

     Extra clerks as needed, to be compensated at $10.65 per hour for actual time worked and $11.00 per hour after three (3) months of accumulated work time for actual time worked.

PUBLIC HEALTH NURSE

One full time Secretary, salary $2,159.90 per month

One WIC Secretary, salary $12.42 per month

COUNTY CORONER

$150.00 for examination of each body

 

 

HIGHWAY APPOINTMENTS

     Moved by Chase, seconded by Marcus. Motion carried. To appoint Tom Kirchen as County highway Superintendent, effective January 1, 2007 thru December 31, 2008 with a 2007 annual salary of $45,500.00; subject to signature on agreement of employment; one full time Office Assistant, salary of $12.75 per hour; Jerry Batien be appointed as Foreman Supervisor at an hourly salary of $17.65 per hour; Kip Tschetter be appointed as Shop Foreman at an hourly salary of $15.25 per hour; extra employees to be compensated at $10.65 per hour for actual time worked and $11.00 per hour after six months of accumulated work time for actual time worked.

 

CUSTODIAN APPOINTMENT

     Moved by Drake, seconded by Werner. Motion carried. To reappoint Gary Fenski as Custodian for the Courthouse, Regional Correction Center and Highway Department with a per hour salary of $13.65; subject to signature on agreement of employment. (Supplies must be okayed by the Auditor)

 

EQUALIZATION APPOINTMENT

    Moved by Chase, seconded by Marcus. Motion carried. To reappoint Pat Tschetter as Director of Equalization, with an annual salary of $35,583.00 per year, subject to signature on agreement of employment. Duties to also include those of Planning and Zoning Administrator.

 

PUBLIC WELFARE OFFICE APPOINTMENT

     Moved by Marcus, seconded Drake. Motion carried. To reappoint Deb Bozentko as Beadle County Public Welfare Director with an annual salary of $32,038.00 per year, subject to signature on agreement of employment.

 

EMERGENCY MANAGEMENT DIRECTOR APPOINTMENT

     Moved by Chase, seconded by Marcus. Motion carried. To reappoint Tom Moeding as Emergency Management Director with an annual salary of $31,263.00 per year, subject to signature on agreement of employment.

 

            VETERAN’S SERVICE OFFICER APPOINTMENT

     Moved by Drake, seconded by Chase. Motion carried. That Ken Lindblad was appointed Veteran’s Service Officer for a term of four years ending the first Monday in January 2009. The payable salary in 2007 shall be $30,515.00 per year, subject to signature on agreement of employment with one Secretary, salary of $2,159.90 per month.

RESOLUTION 1-3-07

     WHEREAS, per SDCL 7-7-9.1, the Board of Beadle County Commissioners shall establish the salaries of the County Treasurer, County Auditor and County Register of Deeds.

     BE IT RESOLVED: That the salary payable to the County Treasurer shall be $40,653.00 for the year of 2007.

     BE IT RESOLVED: That the salary payable to the County Auditor shall be $41,853.00 for the year of 2007.

     BE IT RESOLVED: That the salary payable to the County Register of Deeds shall be $40,653.00 for the year of 2007.

RESOLUTION 1-4-07

     WHEREAS, per SDCL 7—712., the Board of Beadle County Commissioners shall establish the salary of the State’s Attorney. (full time)

     BE IT RESOLVED: That the salary payable to the State’s Attorney shall be $73,000.00 for the year of 2007.

 

 

     Moved by Werner, seconded by Drake. Motion carried. To adopt the following resolution:

RESOLUTION 1-5-07

     WHEREAS, per SDCL 7-12-15., the Board of Beadle County Commissioners shall establish the salary of the Sheriff.

     BE IT RESOLVED: That the salary payable to the Sheriff shall be $52,116.00 for the year of 2007.

RESOLUTION 1-6-07

     WHEREAS, per SDCL 7-7-3 & 7-7-5, the Board of Beadle County Commissioners shall establish $1,000.00 per month as the salary of the County Commissioners. Chairman to receive $1,250.00 per month.

Extra employees returning second year $12.11 per hour. Those employees not completing their probationary period the first year of employment must complete it the second year, and then will be eligible for the returning employee pay.

 

MENTAL HEALTH BOARD

     Moved by Marcus, seconded by Drake. Motion carried. To set the Mental Health Board salaries at $40.00 per hour and the Chairman at $78.00 per meeting. Mileage at County rate for actual miles driven. The Mental Health Board consists of the following members: Mary Keller – Huron, Beverly Katz – Huron and Jan Lentz – Huron. Chairman Mattke, appointed Beverly Katz as Chairman and Jan Lentz and Mary Keller as members to the Mental Health Board.

 

TRAVEL COSTS

     Moved by Chase, seconded by Marcus. Motion carried. To set the following travel and allowance schedule and that all county personnel on official travel must have prior approval. Maximum reimbursements will be actual cost per day for lodging and needs to be verified by receipt. Meals on same day travel will be reimbursed for actual cost of meals verified by receipt not to exceed State rates. Meals for overnight travel will be reimbursed at the State rates. State rates are as follows: breakfast $5.00, lunch $9.00 and dinner $12.00; and mileage at County rate of $.32 per mile for actual miles driven. Reimbursements for banquet meals at actual costs verified by receipt.

 

INDIGENT BURAL EXPENSES

     Moved by Drake, seconded by Werner. Motion carried. To set burial expense rate for indigents at: Casket Services at $1,500.00, opening and closing of grave payment will be made up to but not more than $400.00 and grave liner if required at actual cost. Mileage $.50 per mile. Effective date to follow Beadle County Care Poor Policy dated July 2006 – June 2007.

 

 

ELECTION SERVICES

     Moved by Marcus, seconded by Chase. Motion carried. To set compensation for election services at $9.00 per hour. Superintendent will receive County rate for one round trip for picking up and returning election supplies.

 

 

SALES SITES

     Moved by Drake, seconded by Chase. Motion carried. To set the following sites for legal and judicial sales – the front door of the Courthouse, 450 Third St SW; the Beadle County Highway Shop, 655 4th NW and in the front of the Post Office in other municipalities.

 

 

OFFICIAL NEWSPAPERS

     Moved by Marcus, seconded by Chase. Motion carried. To designate the following as official newspapers for Beadle County: The Plainsman – Huron SD; Wolsey News – Wolsey, SD; and Times Enterprise – Wessington, SD.

 

 

PROCUREMENT POLICY

     Moved by Chase, seconded by Drake. Motion carried. To adopt the following procurement policy practice for better budget control; All heads of departments are authorized to order supplies and services not to exceed $1,000.00 without prior approval of the Commission. These supplies shall be purchased from suppliers within the State of South Dakota whenever possible. A minimum of two (2) quotes will be documented for single purchase exceeding $2,000.00. Maintenance items in accordance with SDCL 5-18-3 are exempt from this policy under bidding laws.

 

 

INVESTMENTS

     Moved by Werner, seconded by Drake. Motion carried. To designate the Beadle County Treasurer to invest county monies in approved FDIC, NCUA, F.I.T. and FSLIC Financial Facilities within Beadle County or the State of South Dakota.

 

 

POOLING MILEAGE ALLOWANCE

     Moved by Chase, seconded by Drake. Motion carried. To adopt the following resolution:

 

RESOLUTION 1-7-07

     WHEREAS, the County Commission is authorized by SDCL 7-7-7 by annual resolution to pool mileage allowance provided by law for each Commissioner; now therefore,

     BE IT RESOLVED: The Board of Beadle County Commissioners in session the 9th day of January, 2007 do hereby pool mileage allowance and authorize each commissioner to be paid actual mileage expenses subject to fiscal year total mileage expenditure limitation as provided by the law for all Commissioners.

RESOLUTION 1-8-07

     The Board of Beadle County Commissioners have adopted the following policy pertaining to the reconveyance of tax deed property: All taxes dues and owing will be collected. Do not collect an in consideration of tax for the tax year. The tax should be processed as an added tax and collected at the normal dates of April 30 and October 31.

RESOLUTION 1-9-07

     The Board of Beadle County Commissioners have adopted the policy that Non-Sufficient Funds Checks (NSF) fee will be $30.00 per check.
