PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
MARCH 20, 2007
The Board of Beadle County Commissioners met Tuesday _ March 20, 2007 at 9:00 a.m., pursuant to adjournment of March 13, 2007 with members present: Chairman Mattke, Vice Chair Marcus, Chase, Drake and Werner.
The minutes of March 13, 2007 were approved as read with no additions or changes.
Moved by Werner, seconded by Drake. Motion carried. To approve Intergovernmental Agreement between Beadle County and Huron City that the city will purchase from Beadle County their share of 2004 Model 516 Cougar Wild Cat Screener with accessories in the amount of $41,500.00.
Moved by Marcus, seconded by Chase. Motion carried. To approve Intergovernmental Agreement between Beadle County and City of Huron for building inspector/Nuisance Abatement Officer services at a charge of one third of all City’s costs associated with employment of Building Inspector/Nuisance Abatement Officer.
Moved by Werner, seconded by Chase. Motion carried. To approve abatement for 2006 tax in the amount of $121.15 for Alvin and Esther Halbur (Record #1926 SW4 Less H1, Section 30, Custer Township) as 13.04 acre hwy plat was calculated as part of record.
Moved by Marcus, seconded by Drake. Motion carried. To go into Executive Session at 9:25 a.m. to discuss personnel matters. Chairman Mattke declared Executive Session over at 9:40 a.m.
Moved by Marcus, seconded by Drake. Motion carried. To approve for Tom Kirchen, Beadle County Highway Superintendent to advertise for a Certified Diesel Mechanic for the Highway Shop.
Moved by Werner, seconded by Chase. Motion carried. To approve to declare surplus a 2004 Volvo 720B VHP Motor Grader #36344 and to receive sealed bids on April 30th at 11:00 a.m.
At 10:15 a.m. the Chairman declared bidding closed and the notice for Hot Mix from April 1, 2007 through March 31, 2008 at least 1,000 tons but not more than 5,000 tons, was read. The following bid was received:
1) Asphalt Paving & Materials Company – Huron SD

Moved by Werner, seconded by Drake. Motion carried. To accept Bid #1 from Asphalt Paving & Materials Company – Huron SD as being sole bidder and in the best interest of Beadle County.
At 10:25 a.m. the Chairman declared bidding closed and the notice for Rental of Miscellaneous New and Used Road Equipment from April 1, 2007 to March 31, 2008 was read. The following bids were received:
1) Beckler Construction – Redfield SD
2) Hollaway Construction Company – Mitchell SD
3) Darrell’s Rock, Sand & Gravel Inc – Wessington Springs SD
Moved by Chase, seconded by Drake. Motion carried. To accept and file all bids submitted as being in the best interest of Beadle County.
Moved by Chase, seconded by Marcus. Motion carried. To approve bid from Bowes Construction Inc for washed Rock Type 1B at $6.00 per ton. FOB Bowes Alpena Pit.
Moved by Marcus, seconded by Chase. Motion carried. To approve to go into Executive Session at 10:44 a.m. to discuss personnel matters. Chairman Mattke declared Executive Session over at 11:15 a.m.
Sandy Mack, Charlotte Henley and Robin Demming representing People’s Transit met with the board to discuss grants that they are applying for so People’s Transit could operate 24/7 in the future if grant received.
Moved by Werner, seconded by Marcus. Motion carried. To approve Letter of Support for People’s Transit grant application.
Moved by Drake, seconded by Marcus. Motion carried. To approve to appoint Fred Sylaart as full time Custodial Maintenance Custodian at a rate of $13.85 per hour and to waive probation on wages but will have 6 month probation on time with a starting date of March 30, 2007.
Moved by Werner, seconded by Chase. Motion carried. To approve to notify Center for Independence and Joyce Price with a 30 day written notification of cancellation of cleaning services with last day of service April 20, 2007.
Moved by Marcus, seconded by Drake. Motion carried. To approve to set bid date of April 10, 2007 at 11:00 a.m. for bidding of approximately 35,000 ton more or less of gravel base course. Specifications can be obtained at the Beadle County Highway Shop.
On motion the Board adjourned to meet next on March 29, 2007 at 9:00 a.m.
