PROCEEDINGS OF THE 2007 BOARD OF EQUALIZATION
APRIL 10, 2007
The Beadle County Board of Equalization met Tuesday – April 10, 2007 at 1:00 p.m. with members present:
Chairman Mattke, Vice Chair Marcus, Chase, Drake and Werner. Also present were Pat Tscehtter, Director of Equalization and Debbie Lindblad – Deputy Director of Equalization.
Oaths were signed by all Board members.
At 1:00 p.m. Michael Burke met with the Board to discuss the assessed value of his property.
Appeal #1 – Record #10938 – Dakota Pork Ind Tract A, part of N2 of SW4 Outlots 5-110-61 Add, Huron City 1555 4th St SE. Moved by Werner, seconded by Chase. Motion carried. To approve to lower Assessors structure value from $1,600,282.00 to $900,000.00 and land to remain at $32,500.00.
At 1:15 p.m. Doug Balvin and Lynn Schneider representing the Crossroads met with the Board to discuss the assessed value of the Crossroads.
Appeal #2 – Record #9665 – Crossroads – All of Lots 1 & 2 Huron Center Addition (Replat of Blks 15 & 16 2nd Railway Addn) Huron City 100 4th St SW. Moved by Chase, seconded by Werner. Abstained – Mattke. Motion carried. To approve to lower Local Board structure value from $2,391,976.00 00 $1,887,016.00 and land to remain at $112,984.00.
At 1:30 p.m. Sherman Gose met with the Board to discuss the assessed value of his property.
Appeal #3 – Record #13631 – Lot 7A Lake Heights Third Addition (a replat of Lake Heights Addn, Block 1, Lots 6 & 7) Huron City 1130 Beach Circle NE. Moved by Werner, seconded by Marcus. Motion carried. To approve to lower Local Board structure value from $385,000.00 to $355,000.00 and land to remain at $30,000.00.
At 1:45 p.m. the Board considered the assessed value of the Huron Mall.
Appeal #4 – Record #8831 – All Tracts 1, 2 & 3 Subdivision Christen-Osborn Field Estates, 4th Addition, Huron City. Moved by Drake, seconded by Marcus. Motion carried. To approve to lower Assessors structure value from $1,403,560.00 to $1,300,000.00 and land from $330,000.00 to $300,000.00.
At 2:00 p.m. the Board considered the assessed value of Herbert Widmer’s property.
Appeal #5 – Record #6752 – Lahren’s Outlot B less E 18.3’, a part of SW4 of NW4, Section 23-113-64, Bonilla Township. Moved by Marcus, seconded by Drake. Motion carried. To approve to lower assessors land value from $5,000.00 to $2,500.00.
At 2:15 p.m. the Board considered the assessed value of Herbert Loeb’s property.
Director’s Appeal #6 – Record #693 – E 65 rods of S 96 rods of SE4 of SE4, Section 23-10-62, Grant Township. Moved by Werner, seconded by Marcus. Motion carried. To approve to change property class and value from NA $4,327.00 to NA-Z1 $4,736.00 and AG $31,241.00 to NA-Z $31,624.00.
At 2:30 p.m. Russell Jungemann met with the Board to discuss the assessed value of his property.
Director’s Appeal #7 – Record #4157 – NW4, Section 7-111-64, Wolsey Township. The Board approve for the Director of Equalization to do a reappraisal of residents and report back to the Board.
At 2:45 p.m. John Gruntmeir met with the Board to discuss the assessed value of his property.
Director’s Appeal #8 – Record #1385 – SW4, Section 26-110-59, Logan Township. Moved by Werner, seconded by Marcus. Motion carried. To approve to raise Local Board value Ag from $18,867.00 to $20,379.00, not included in these figures is the $10,000.00 exemption.
At 3:00 p.m. Leif Andol met with the Board to discuss the assessed value of his property.
Director’s Appeal #9 – Record #7546 – Lot 28 & W40’ of Lot 29 Temmey Addition, Lake Byron Township. Moved by Chase, seconded by Drake. Motion carried. To approve to raise Local Board value structure from $102,000.00 to $111,983.00 and land to remain at $18,000.00.
At 3:15 p.m. Lynn Ann Jones met with the Board to discuss the assessed value of her property.
Director’s Appeal #10 – Record #7724 – Lots 140, 141 & 142, McNiders Addition, Lake Byron Township. The Board approve for the Director of Equalization to do a reappraisal of the property and report back to the Board.
At 3:30 p.m. Anna Middaugh met with the Board to discuss tax freeze on her property.
Appeal #11 – N95’ of Lot 10, Block 2 Olson’s Addition, Huron City. Moved by Chase, seconded by Werner. Motion carried. To deny freeze on assessment as over income guidelines.
On motion the Board of Equalization adjourned at 3:40 p.m. to meet next as Board of Equalization on April 24, 2007.
