PROCEEDINGS OF THE BEADLE COUNTY COMMISSIONERS

The Board of Beadle County Commissioners met Tuesday – May 8, 2007 at 9:00 a.m., pursuant to adjournment of April 30, 2007 with members present: Chairman Mattke, Vice Chair Marcus, Chase, Drake and Werner.
The minutes of April, 2007 were approved as read with no additions or changes.
Moved by Werner, seconded by Marcus. Motion carried. To approve to go into Executive Session at 10:08 a.m. to discuss contractual matters. Chairman declared Executive Session over at 10:28 a.m.
Moved by Chase, seconded by Werner. Motion carried. To Approve to set Malt Beverage Hearing for DJ’s Travel Center (Retailer On-Off Sale Malt Beverage License) and Fowl Play Inc (Packaged Off Sale Malt Beverage License) for May 31, 2007 at 11:00 a.m.

RESOLUTION 05-01-07
CANCEL OUTSTANDING WARRANTS NOT PRESENTED
WHEREAS, in accordance with SDCL 7-22-17 the Board of Beadle County Commissioners have the Authority to cancel such warrants:
NOW, THEREFORE, BE IT RESOLED: that the Board of Beadle County Commissioners in session this 8th day of May, 2007 do hereby cancel warrants in the amount of $1,366.38 dated between January 2001 and December 2005.
Moved by Chase, seconded by Drake. Motion carried. To approve equipment transfer for 2006 Homeland Security Grant to Hitchcock Fire weather radio $215.94 and Broadland Town $467.88.
Moved by Marcus, seconded by Chase. Motion carried. To approve to pay 100% of library cards for Beadle County residence effective May 8, 2007 up to $7,000.00 for 2007.
Moved by Werner, seconded by Drake. Motion carried. To adopt the following resolution:
RESOLUTION 05-02-07
RESOLUTION FOR DECLARTION OF EMERGENCY/DISASTER
WHEREAS, Beadle County, South Dakota, has suffered severe damage, brought on by Flooding caused by Heavy Rain on the date of May 4th and 5th, 2007
WHEREAS, Beadle County has committed all available resources and taken all possible actions within the jurisdictional boundaries to combat and to alleviate the emergency/disaster, local resources are no adequate to cope with the situation
NOW, THEREFORE, BE IT RESOLVED: by the Beadle County Commission at a regular meeting held on May 8, 2007, it is hereby requested that the Governor declare an emergency/disaster to exist in the County of Beadle.
Moved by Werner, seconded by Chase. Motion carried. To approve to hire Brad Jungemann as Blade operator for highway department starting May 23, 2007 at wages of 80% of $14.65 for 2 months, 90% of $14.65 for 4 months and 100% on November 2007.
Moved by Marcus, seconded by Werner. Motion carried. To approve to hire James Borkowski as heavy equipment operator for highway department starting May 23, 2007 at wage of 80% of $14.65 for 2 months, 90% of $14.65 for 4 months and 100% on November 2007.
Moved by Chase, seconded by Marcus. Motion carried. To approve to go into Executive Session at 12:55 p.m. to discuss personnel matters. Chairman Mattke declared Executive Session over at 1:20 p.m.
On motion the Board adjourned to meet next on May 15, 2007 at 9:00 a.m.
