PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
MAY 15, 2007
The Board of Beadle County Commissioners met Tuesday – May 15, 2007 at 9:00 a.m., pursuant to adjournment of May 8, 2007 with members present: Chairman Mattke, Vice Char Marcus, Chase, Drake and Werner.
The minutes of May 8, 2007 were approved as read with no additions or changes.
Moved by Chase, seconded by Werner. Motion carried. To adopt the following resolution:
RESOLUTION 05-02-07
“GRANT SUPPLEMENTAL BUDGET”
WHEREAS, unanticipated reimbursements were received from the State of South Dakota for US Department of Justice (DOJ) 2006 Homeland Security Training Program. The following item will be reimbursed for monies expended as follows:
2007 Budget
226 222.429.05 Emerg Mgmt DOJ Grant $ 1,669.00
NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the item set forth above.

RESOLUTION 05-03-07
“GRANT SUPPLEMENTAL BUDGET”
WHEREAS, unanticipated reimbursements were received from the State of South Dakota for Department of Public Safety for Highway Safety Enforcement and Public Awareness Projects Grants. The following item will be reimbursed as follows:
2007 Budget
101 211.426.34 County Wide Law Fixed Assets $ 1,930.00
NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above.

RESOLUTION 05-04-07
“GRANT SUPPLEMENTAL BUDGET”
WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for US Department of Homeland Security 2006 Homeland Security Grant Program. The following item will be reimbursed for monies expended in the 2007 Budget.

226 222.429.06 Emerg Mgmt 2007 HMLS Grant (LETTP) 14,485.00
Total $ 19,670.82
NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above.
Moved by Werner, seconded by Chase. Motion carried. To approve for Pat Tschetter, Director of Equalization; to hire Tyler Van Wyhe and Andrea Wedel as summer help with a wage of $7.50 per hour.
Moved by Werner, seconded by Marcus. Motion carried. To approve for Highway Department to purchase Genisys Heavy Duty Standard Scan kit from Farnams for $4,000.00.
Moved by Werner, seconded by Chase to adopt the following resolution:
RESOLUTION 05-05-07
“A RESOLUTION OF CONTINUED PARTICIPATION IN THE ABERDEEN BROWN
COUNTY REGIONAL RAILROAD AUTHORITY AND AUTHORIZING THE CHAIR TO SIGN
THE RESTATEMENT OF THE AGREEMENT ESTABLISHING THE ABERDEEN
BROWN COUNTY REGIONAL RAIL AUTHORITY”
WHEREAS, SDCL Chapter 49-17A authorizes the creation of Regional Rail Authorities; and
WHEREAS, the Aberdeen Brown County Regional Rail Authority was established in 1991 and membership currently includes the City of Aberdeen, Brown County, Edmunds County, Spink County and Beadle County (collectively, the “Members”); and
WHEREAS, the Members desire to amend and restate the Agreement by which the ABCRRA is organized and operated;
NOW, THEREFORE, BE IT RESOLVED: that Beadle County shall continue its membership in the ABCRRA in accordance with the Restatement of the Agreement Establishing the ABCRRA; and
BE IT FURTHER RESOLVED: that Linda Marcus is hereby appointed as the Commissioner of the ABCRRA from Beadle County for the 2007 calendar year; and
BE IT FURTHER RESOLVED: that the Chair shall sign the Restatement of Agreement evidencing Beadle County’s continued membership in the ABCRRA.
Moved by Werner, seconded Chase. Motion carried. To approve for Sheriff’s Office to write off $8,301.25 in room and board fees as statute of limitations has passed, discharged in bankruptcy or deceased.
Moved by Chase, seconded by Marcus. Motion carried. To approve 2007 allocation request from Hope Ranch Therapeutic Riding in the amount of $1,000.00.
Tom Moeding, Beadle County Emergency Management Director and Jerry Batien, Beadle County Highway Superintendent met with the Board to give them updates of roads and bridges that have damage from flooding. They informed the board that FEMA would be in the county for the next few days to do assessments.
On motion the Board adjourned to meet next on May 31, 2007 at 9:00 a.m.
