PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
JUNE 12, 2007
The Board of Beadle County Commissioners met Tuesday – June 12, 2007 at 9:00 a.m., pursuant to adjournment of June 5, 2007 with members present: Chairman Mattke, Vice Chair Marcus, Chase, Drake and Werner.
The minutes of June 5, 2007 were approved with no additions or changes.
Moved by Werner, seconded by Chase. Motion carried. To adopt the following resolution:
RESOLUTION 06-01-07
“GRANT SUPPLEMENTAL BUDGET”
WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for US Department of Homeland Security 2006 Homeland Security Grant Program. The following items will be reimbursed for monies expended in the 2007 Budget.

226 222.429.06 Emerg Mgmt 2006 HMLS Grant (Personal) 17,189.53
Total $21,668.95
NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above.

RESOLUTION 06-02-07
“RESOLUTION SUPPORTING INCLUSION OF STATE’S ATTORNEYS
AS LAW ENFORCEMENT FOR RETIREMENT PURPOSES”
WHEREAS: State’s Attorneys are currently classified the same as all non-law enforcement employees of the County for purpose of South Dakota Retirement, with benefits similar to all other regular employees; and
WHEREAS: Law Enforcement personnel are classified differently for purpose of South Dakota Retirement benefits; and
WHEREAS: State’s Attorney’s interact with the criminal justice system to such an extent as to make them similar in many regards to those currently classified as Law Enforcement for retirement purposes as to make consideration of State’s Attorneys as Law Enforcement personnel appropriate; and
WHEREAS: the South Dakota Legislature in 2005, amended SDCL 22-1-2(22) so as to include prosecutor in the definition of Low Enforcement Officer of purposes of the criminal code; and
WHEREAS: inclusion of State’s Attorneys as Class B employees for purposes of South Dakota Retirement will aid in recruitment and retention of highly qualified individuals for prosecutorial positions; and
WHEREAS: the South Dakota State’s Attorney’s Association desires to petition the South Dakota State Legislature for a legislative change to include State’s Attorneys as Class B, Law Enforcement personnel for purposes of South Dakota Retirement;
THEREFORE BE IT RESOLVED: by the Beadle County Board of County Commissioners that the Commissioners endorse the efforts of the South Dakota State’s Attorneys Association to reclassify State’s Attorneys as Class B employees for purposes of South Dakota Retirement benefits.
Moved by Werner, seconded by Marcus. Motion carried. To approve for Todd Brueske Construction to repairs 3 bridges in Beadle County damaged during the flooding that occurred May 4 & 5, 2007. Emergency Disaster declared May 8, 2007. The following quotes were received:

Larry Wattier representing Northeast South Dakota Community Action Program (NESDCAP) met with the board to go over programs that are available and monies spent in Beadle County in 2006.
Deputy Skip McWethy, jail administrator met with the board to give updates on JDC and Jail.
Bonnie Horton, Beadle County Treasurer met with the board to go over investments and discussion on uncollectible taxes.
The Board of Commissioners discussed 2008 projected budget as far as additional costs for fuel and road maintenance. Tax draw can only increase 3% CPI and growth for 2008 budget which is approximately $160,000.00. Finance options were discussed such as borrowing from lending institutions, opt out guidelines and capital accumulations laws.
On motion the Board adjourned to meet next on June 19, 2007 at 9:00 a.m.
