PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
JULY 10, 2007
The Board of Beadle County Commissioners met Tuesday – July 10, 2007 at 9:00 a.m., pursuant to adjournment of June 28, 2007 with members present: Chairman Mattke, Vice Chair Marcus, Chase, Drake and Werner.
The minutes of June 28, 2007 were approved as read with no additions or changes.
Marilyn McKay and Jan Breen from Theresa Township met with the Board as representatives for landowners along 202nd Street from Highway 37 West (Hoover Road) requesting that something be done for dust control in this area.
Moved by Werner, seconded by Marcus. Motion carried. To approve to place 40 mph speed limitation on 202nd Street from SD Highway 37 west for 2 miles to 398th Avenue.
At 10:30 a.m. the Chairman declared bidding closed and the notice to bidders for 2008 Side Dump Trailer was read. The following bids were received:
1) JD Evans Inc – Sioux Falls SD 47,000.00
2) Siouxland Trailer Sales Inc – Harrisburg SD 41,300.00
Option – if Beadle County choose to have roll-tarp removed from trailer you can deduct 2,500.00
for a delivered price of 38,800.00
3) Diesel Machinery Inc – Sioux Falls SD 36,500.00
Moved by Chase, seconded by Marcus. Motion carried. To accept the bid of Diesel Machinery Inc – Sioux Falls SD as being the lowest bidder and in the best interest of Beadle County.
Jim Hofer from Huron Area Senior Center and Dar French from RSVP met with the board to discuss budget requests for 2008.
Moved by Chase, seconded by Drake. Motion carried. To adopt the following resolution:
RESOLUTION 07-01-07
“GRANT SUPPLEMENTAL BUDGET”
WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for US Department of Homeland Security 2006 Homeland Security Grant Program. The following items will be reimbursed for monies expended in the 2007 Budget.
226 222.429.06 Emerg Mgmt 2006 HMLS Grant (SHSGP Equip) $ 18,839.00
226 222.429.06 Emerg Mgmt 2007 HMLS Grant (LETTP) 2,700.00
Total $ 21,539.00
NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above.
Moved by Werner, seconded by Marcus. Motion carried. To approve Fixed Price Gas Contract for November 1, 2007 to October 31, 2008 with Northwestern Energy at BLGQ fixed rate $.928 per therm.
Moved by Drake, seconded by Marcus. Motion carried. To approve to declare 6,610 lbs of mixed scrap metal as surplus and sell to Barti Metal for $184.60.
Moved by Chase, seconded by Drake. Motion carried. To approve six month contractual agreement for blood draws at the Regional Correction Center with Laurie Simons.
Moved by Drake, seconded by Chase. Motion carried. To approve to appoint Gary Boomsma to the Beadle County Planning Board to fill the remainder of Harold Mueller’s 1 year term ending December 31, 2007. The Board wishes to thank Mr. Mueller for his years of service.
Moved by Drake, seconded by Werner. Motion carried. To approve for Deb Bozentko; Beadle County Welfare Director and Roxy Gogolin; Welfare Clerk to attend Freedom to Work Session on August 16, 2007 in Sioux Falls, SD.
Moved by Chase, seconded by Werner. Motion carried. To approve for Treasurer not to offer tax certificates for sale per SDCL 10-23-28.1.
Moved by Chase, seconded by Marcus. Motion carried. To approve to appoint Jerry Batien, Interim Highway Superintendent to Highway Superintendent effective July 16, 2007 with a yearly salary of $42,000.00 plus longevity.
Commissioners worked on 2008 Provisional Budget.
On motion the Board adjourned to meet next on Tuesday – July 17, 2007 at 9:00 a.m.
