PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
JULY 24, 2007
The Board of Beadle County Commissioners met Tuesday – July 24, 2007 at 9:00 a.m., pursuant to adjournment of July 17, 2007 with members present: Chairman Mattke, Vice Chair Marcus, Chase, Drake and Werner.
The minutes of July 17, 2007 were approved as read with no additions or changes.
Moved by Werner, seconded by Chase. Motion carried. To approve to supply up to 12 Beadle County Highway workers for the City/County Solid Waste Clean Up to he held August 24 & 25, 2007 at Huron City Landfill.
Moved by Werner, seconded by Marcus. Motion carried. To adopt the following resolution:
RESOLUTION 07-06-07
“GRANT SUPPLEMENTAL BUDGET”
WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for 2006 Homeland Security Grant Program. The following items will be added to the 2006 Budget year.
226 222.49.06 Emerg Mgmt 2006 HMLS Grant (SHSGP Equip) $25,407.62
226 222.429.06 Emerg Mgmt 2007 HMLS Grant (LETTP) 39,011.74
Total $ 64,419.36
NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above.

RESOLUTION 07-07-07
“GRANT SUPPLEMENTAL BUDGET”
WHEREAS, unanticipated reimbursements were received from the State of South Dakota for Stop/Violence Against Women Act Grant. The following item will be added to the 2007 Budget year.
231 434.429 Stop Violence Grant Other $ 4,000.00
NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the item set forth above.

RESOLUTION 07-08-07
“RECONVEYANCE”
WHEREAS, the Tax Deed to the following described real property to-wit: Lot H-1 in the Northeast Quarter (NE4) of Section 5-111-
62, Beadle County, South Dakota, was taken for unpaid taxes, and,
WHEREAS, the record owners therefore paid Beadle County Treasurer all taxes, interest and cost represented in such years,
NOW, THEREFORE, BE IT RESOLVED: That the above described real property shall be reconveyed to Victor J Cordell and Doris E
Cordell the owners of record therefore in the manner as provided by SDCL 10-25-41, after the time for appeal for such resolution has
expired.

RESOLUTION 7-09-07
“SATISFACTION OF DALE L SWANSON
& SHERRY L SWANSON LIEN”
I, Connie R. Muth, duly elected, qualified and acting County Auditor of Beadle County, South Dakota, pursuant to resolution duly
adopted by the Beadle County Board of Commissioners on July 24, 2007 do hereby release the following real estate, to-wit:
Lots 13, 14 and 15, less the East Ten Feet (E10’) of all said Lots,
Block Eighteen (18), Original Town of Wolsey, Beadle County, South Dakota
From the effect of the Poor Relief Lien against Dale L Swanson and Sherry L Swanson for the settlement of $1,800.00. The County Aid
Lien in the amount of $2,239.47 against Dale L Swanson and Sherry L Swanson will be satisfied in full and is on file in the County
Public Welfare office and in the Office of the Register of Deeds of Beadle County, South Dakota.
Moved by Chase, seconded by Marcus. Motion carried. To approve for Todd Brueske Construction to repairs Bridge #03290-263, Clifton Township between Section 13 & 14 damaged during flooding that occurred May 4 & 5, 2007 in the amount of $25,739.00. Emergency Disaster declared May 8, 2007.
Moved by Marcus, seconded by Drake. Motion carried. To amend Wheel Tax Ordinance as follows:
Be it ordained by Beadle County that the Beadle County Wheel Tax Ordinance be amended on all motor vehicles as defined in SDCL 32-3-1- registered in the county at the rate not to exceed FOUR (4) DOLLARS per vehicle. The tax shall be administered and collected by the County. The per vehicle wheel rate shall be the same for all types of motor vehicles and the total vehicle tax not exceed SIXTEEN (16) DOLLARS per vehicle. The proceeds from the tax shall be retained by the county, deposited in a special highway fund, and the revenue may be used only for highway and bridge maintenance and construction. The Board of County Commissioner shall be resolution, establish a means of distributing the revenue generated by the wheel tax among the municipalities and townships located within the county. This ordinance will become effective January 1, 2008.
First reading for Amendment for Beadle County Wheel Tax Ordinance will be August 7, 2007 at 11:00 a.m. at the Beadle County Courthouse on 2nd floor in the Commissioners Room. Second Reading will be August 14, 2007 at 11:00 a.m. at the Beadle County Courthouse on 2nd floor in the Commissioners Room.
Moved by Marcus, seconded by Chase. Motion carried. To approve for Extension Center Office to hire Jodi Walters for 2 months as part time clerk at a rate of $11.00 per hour for July and August, 2007.
At 11:00 a.m. the Beadle County Land Sale was held.
On motion the Board adjourned to meet next on July 31, 2007 at 9:00 a.m.
