PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
OCTOBER 31, 2007
The Board of Beadle County Commissioners met Wednesday October 31, 2007 at 9:00 a.m., pursuant to adjournment of October 23, 2007 with members present: Vice Chair Marcus, Chase, Drake and Werner. Absent: Chairman Mattke.
The minutes of October 23, 2007 were approved as read with no additions or changes.

GRANT SUPPLEMENTAL BUDGET
WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for US Department of Homeland Security 2006 Homeland Security Grant Program. The following items will be reimbursed for monies expended in the 2007 Budget.

NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above.
Moved by Werner, seconded by Drake. Motion carried. To approve to stay with Dakota Care Health Insurance and to discuss the possibility of changing policy year to January 1st with insurance carrier.
At 11:00 a.m. the Vice Chair declared bidding closed and the notice to bidders for Aggregate Base Course Approximately 30,000 ton more or less was read. The following bids were received:
1) McMAsters Gravel & Construction, Lake Preston, SD 30,000 Ton @ $4.00 per ton Total $124,500.00
2) Asphalt Paving & Materials Company, Huron, SD 30,000 ton @ $2.50 per ton Total $ 75,000.00
Moved by Chase, seconded by Drake. Motion carried. To accept the bid of Asphalt Paving & Materials Company Huron, SD in the amount of $2.50 as being the lowest bidder and in the best interest of Beadle County.
Vice Chair Marcus appointed Commissioner Chase as Chairman for the remainder of the meeting.
Tom Westphal, Virgil Town Mayor met with the commission to see if the county would put sign anchors in the ground. Virgil Town has purchased signs and have ask for locating to be done before anchors are installed.
Moved by Drake, seconded by Werner. Motion carried. To approve to place 14 anchors for Virgil Town for E911 signs that they purchased.
On motion the Board adjourned to meet next on November 8, 2007 at 9:00 a.m.
