PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
DECEMBER 11, 2007


The Board of Beadle County Commissioners met Tuesday – December 11, 2007 at 9:00 a.m., pursuant to adjournment of November 29, 2007 with members present: Chairman Mattke, Vice Chair Marcus, Chase, Drake and Werner.


The minutes of November 29, 2007 were approved as read with no additions or changes.


Moved by Chase, seconded by Werner. Motion carried. To approve to set January 8, 2008 at 10:30 a.m. as the bid date for culverts. 


Moved by Chase, seconded by Werner. Motion carried. To approve declare 4 Johnson radio’s as surplus and use as trade ins on 4 new Motorola radio’s.


Moved by Marcus, seconded by Chase. Motion carried. To approve to purchase 4 Motorola Radio’s from B & L Communications at a cost of $2,753.20 each with trade in allowance.


Moved by Marcus, seconded by Drake. Motion carried. To approve allocation of $2,500.00 for the Cavour Rural Fire Department to use for a new truck.


Moved by Drake, seconded by Marcus. Motion carried. To declare 8.24 tons of scrap metal and 411 lbs of aluminum as surplus and sold to Barti metal for $839.95.


Moved by Werner, seconded by Marcus. Motion carried. To adopt the following resolution:

RESOLUTION 12-01-07
“TRANSFER FUNDS”

WHEREAS, Beadle County deems it necessary to transfer from the State of South Dakota Stop/Violence Against Women Act Grant Fund 231 for the following activities.

101 151.411 States Attorney Salaries $10, 750.00
101 151.427 States Attorney Travel 2,154.79

Total $ 12,904.79 

NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners in regular session this 11th day of December 2007 transfer the sum of $12,904.79 form the Stop/Violence Against Women Act Grant Fund 231.

RESOLUTION 12-02-07
“GRANT SUPPLEMENTAL BUDGET”

WHEREAS, unanticipated reimbursements were received from the State of South Dakota for Stop/Violence Against Women Act Grant. The following item will be added to the 2007 Budget year.

231 434.429 Stop Violence Grant Other $ 6,250.00

NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the item set forth above.

RESOLUTION 12-03-07
“GRANT SUPPLEMENTAL BUDGET”

WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for US Department of Homeland Security 2007 Homeland Security Grant Program. The following item will be reimbursed for monies expended in the 2007 Budget.

226 222.429.07 Emergency Management 2007 HMLS Grant (Equip) $ 8, 964.84

NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above.

“GRANT SUPPLEMENTAL BUDGET”

WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for US Department of Homeland Security 2006 Homeland Security Grant Program. The following items will be reimbursed for monies expended in the 2007 Budget.

226 222.429.06 Emergency Management 2006 HMLS Grant (Equip) $ 669.50
226 222.429.06 Emergency Management 2006 HMLS Grant (LETPP) 59,544.00

Total $ 60,243.50 

NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above.

RESOLUTION 12-05-07
“GRANT SUPPLEMENTAL BUDGET”

WHEREAS, unanticipated reimbursements were received from the State of South Dakota for US Department of Justice (DOJ) 2007 Homeland Security Incident Command Course Training Program. The following item will be reimbursed for monies expended as follows:

226 222.429.07 Emergency Management DOJ Grant $ 2,711.18 

NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above.


At 11:00 a.m. the Chairman declared bidding closed and the notice to bidders for 2008 Regional Correction Center Inmate Meals was read. The following bid was received:

Moved by Werner, seconded by Marcus. Motion carried. To approve bid from CBM Food Service at $4.39 per meal and juvenile snacks @ $1.29 each for 2008.


Moved by Marcus, seconded by Drake. Motion carried. To approve Rubble Permit Renewal application from Ron Hines; contingent on State approval. Rubble site is located in the SE4 of Section 11, Clyde Township.


Moved by Werner, seconded by Chase. Motion carried. To approve agreement for release of funds under the US Fish & Wildlife Acquisition Program in the amount of $39,852.25 for Beadle County and to issue all check to other entities before December 31, 2007.


The Commissioners considered quotes from Huron Solid Waste Department and Waste Management for garbage pickup at the Beadle County Highway Department, Court House, and Extension Office. Huron Solid Waste Department $184.25 per month and Waste Management $272.35 per month.


Moved by Werner, seconded by Drake. Motion carried. To approve quotes from Huron Solid Waste Department and to notify Waste Management that their last day of services would be January 31, 2008.


On motion the Board adjourned to meet next on December 18, 2007 at 8:30 a.m.
