PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
FEBRUARY 12, 2008


The Board of Beadle County Commissioners met Tuesday – February 12, 2008 at 9:00 a.m., pursuant to adjournment of February 7, 2008 with members present: Chairperson Marcus, Vice Chairman Chase, Drake, Mattke and Werner.


The minutes of February 7, 2008 were approved as read with no additions or changes.


Huron Police Chief Doug Schmitt met with the Board to discuss up grading of the dispatch consoles in the 911 center. The last upgrade was done 10 years ago.


Move by Chase, seconded by Drake. Motion carried. To approve purchase of E911 upgrades and remodeling for dispatch center in the amount of $47,657.03 and to be paid for with E911 fund money.


Moved by Drake, seconded by Mattke. Motion carried. To deny bid of McGillvrey Oil Company dated January 31, 2008 for unleaded gas, ethanol gas, #1 dyed diesel and #2 dyed diesel.


At 10:00 a.m. Chairperson Marcus declared bidding closed for One (1) 2005 or Newer Tractor Loader Backhoe. The following bids were received:

Option 1
1) Butler Machinery, Sioux Falls SD $ 61,656.00

2) RDO Equipment, Aberdeen SD 75,000.00

3) Titian Machinery, Sioux Falls SD 71,075.00

4) DMI, Sioux Falls SD 67,874.00

Option 2
1) Butler Machinery, Sioux Falls SD 
Bid for 2005 or newer tractor backhoe with no more 
than 900 hours, meeting specs listed – outright price 61,656.00

Trade In: 1986 JCB Tractor/Backhoe/Loader
1400B, with cab, approximately 3000 hours 8,423.00

2) RDO Equipment, Aberdeen SD
Bid for 2005 or newer tractor backhoe with no more 
than 900 hours, meeting specs listed – outright price 75,000.00

Bid for 2005 or newer tractor backhoe with no more
than 900 hours, meetings specs listed – outright price 67,874.00

Trade In: 1986 JBC Tractor/Backhoe/Loader
1400B model, with cab, approximately 3000 hours 15,000.00

Net Difference (After trade in value) 52,874.00


Moved by Mattke, seconded by Chase. Motion carried. To approve to table bids until next meeting on February 21, 2008 so the Highway Superintendent can go over bids and inspect machines.


Moved by Werner, seconded by Chase. Motion carried. To approve Beadle County Driveway and Construction Permit as presented by Jerry Batien, Beadle County Highway Superintendent. This permit is needed by anyone planning on installing a driveway or approaches for field access.


Moved by Werner, seconded by Drake. Motion carried. To adopt the following resolution:

RESOLUTION 02-12-08
“GRANT SUPPLEMENTAL BUDGET”

WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety 2008 Highway Safety Project Grant Program. The following item will be added to the 2008 Budget year.

101 211.426.34 County Wide Law Fixed Assets $5,280.00

NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the item set forth above.


Moved by Mattke, seconded by Werner. Motion carried. To adopt the following resolution:

RESOLUTION 02-13-08
“SUPPLEMENTAL BUDGET”

WHEREAS, there is a need to provide in the 2008 Annual Budget Authority. The following item will be established as an additional 2008 Budget Authority.

230 411.429 FEMA Emerg Food & Shelter $157.45

NOW, THEREFORE, BE IT RESOLVED, that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of a supplemental budget in the item set forth above, and

BE IT RESOLVED, that due notice thereof be given by the posting of a copy of this resolution on the Official Bulletin board in the Court House, and that a hearing on said resolution shall be had and held in the Commissioners Room at the Beadle County Court House, Huron, Beadle County, South Dakota on February 28, 2008 at 11:45 a.m.


Robert & Scott Ingle from Pearl View Seeds, met with the Board to discuss the lifting of the 6 ton axle weight limit on 409th Avenue from Highway 14 south to Sanborn County line. Commission will discuss again at the next meeting.


Todd Koerner, land owner from Carlyle Township met with the Board to see what the time line was for reclaiming of a Beadle County owned Gravel Pit in the NW4 of Section 20, Carlyle Township.
Jerry Batien, Beadle County Highway Superintendent said as soon as frost is out of the ground and time allows this will be completed. The Commission will look at the deed to see if the land reverts back to landowner.


Julie Miller and Bonnie Dosch, Nurses from Community Health Services met with the Board to give their 2007, 4th quarterly report.


The Board adjourned to meet next on February 21, 2008 at 9:00 a.m.
