PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
FEBRUARY 21, 2008
The Board of Beadle County Commissioners met Thursday – February 21, 2008 at 9:00 a.m., pursuant to adjournment of February 12, 2008 with members present: Chairman Marcus, Vice Chairman Chase, Drake, Mattke and Werner.
The minutes of February 12, 2008 were approved as read with no additions or changes.
Moved by Drake, seconded by Chase. Motion carried. To approve to declare 1,220 lbs of scrap metal as surplus and to sell to Barti Metal for $73.20.
Moved by Chase, seconded by Drake. Motion carried. To approve letter of Support of Pyle House Museum for use in seeking grant monies.
Moved by Drake, seconded by Mattke. Motion carried. To adopt the following resolution:
RESOLUTION 02-16-08
“GRANT SUPPLEMENTAL BUDGET”
WHEREAS, unanticipated reimbursements were received from the 2006 Homeland Security Grant Program. The following item will be reimbursed for monies expended.
248 212.426 24/7 Sobriety Program 1,905.66
Total $ 1,905.66
NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the item set forth above.

RESOLUTION 02-14-08
“PLAT MCGILLVREY LOT 4, A PARCEL OF LAND EAST OF THE RAILWAY R.O.W.,
AND WEST OF HIGHWAY 281 R.O.W., A PART OF THE SW4 OF SECTION 24-111-64”
On recommendation of the Beadle County Planning Commission: BE IT RESOLVED: by the Board of Beadle County Commissioners that the plat of “McGillvrey Lot 4, a parcel of land east of the Railway R.O.W., and west of Highway 281 R.O.W., a part of the SW4 of section 24-111-64”, west of the 5th p.m., City of Wolsey, Beadle County, South Dakota, as described above and
drawn hereon be approved and accepted and the Auditor hereby is instructed to endorse on such plat a copy of this resolution and to certify the same.
Moved by Mattke, seconded by Drake. Chase abstained. Motion carried. To adopt the following resolution:
RESOLUTION 02-15-08
“PLAT OF KOERNER OUTLOT 1, A PART OF THE
SW4 OF SECTION 1-109-63”
On recommendation of the Beadle County Planning Commission: BE IT RESOLVED: by the Board of Beadle County Commissioners that the plat of Koerner Outlot 1, a part of the SW4 of Section 1-109-63”, West of the 5th P.M., Beadle County, South Dakota, as described above and drawn hereon be approved and accepted and the Auditor hereby is instructed to endorse on such
plat a copy of this resolution and to certify the same.
Moved by Werner, seconded by Chase. Motion carried. To approve that the remaining Lead County 2006 Homeland Security Grant funds of $5,448.04 to be used as follows: DVR for Huron Regional Correction Center $2,998.17, Camera for Huron City Water Treatment Plant $2,236.74 and Rescue Rope for Beadle County Dive Team $213.13.
Moved by Werner, seconded by Drake. Motion carried. To approve to declare surplus a 1986 JCB 1400B Tractor Loader Backhoe (SN14BN2096-321367-Case 521 D) and to sell February 27, 2008 at Steffes Auction, 10:00 am at the SD State Fairgrounds.
Moved by Werner, seconded by Mattke. Motion carried. To approve to increase fee on single and annual Trip Permits issued by the Beadle County Highway Department to $50.00 for single permit and $100.00 for annual permit effective March 1, 2008.
Glenn Dick met with the Board to discuss variance request to build a house 50 feet from right of way where ordinance requires 75 feet on Lot 4 in the W2, NW4, East River Section 5, Custer Township. The Board requests that Mr. Dick bring plat plan and state approval on right of way before approving the variance request.
Robert & Scott Ingle from Pearl View Seeds met with the Board to discuss load limits that the Commission have on. The Commission is not going to lift weight limits on this road and gave suggestions on routes that could be taken to get their product delivered.
Ron & Carla Pierson met with the Board to discuss drainage issues on their property in Yale Town. The Highway Superintendent will take some grade measurements, Commissioner Drake will talk to the Yale Town Board and bring back information to the next meeting on February 28, 2008.
The Board adjourned to meet next on February 28, 2008 at 9:00 a.m.
