The Board of Beadle County Commissioners met Thursday February 28, 2008 at 9:00 a.m., pursuant to adjournment of February 21, 2008 with members present: Chairman Marcus, Vice Chairman Chase, Drake, Mattke and Werner.
The minutes of February 21, 2008 were approved as read with no additions or changes.

Moved by Werner, seconded by Drake. Motion carried. To approve to award bid for 2005 or newer Tractor Loader Backhoe to Butler Machinery for 2005 Caterpillar 420 D Tractor Loader Backhoe in the amount of $61,656.00 cash bid.
At 10:30 a.m. Chairman Marcus declared bidding closed for supply of medium and rapid cure oil HFMS 2P road oil from April 2, 2008 through March 31, 2009 approximately 1,200 tons more or less. The following bids were received:

At 10:35 a.m. Chairman Marcus declared bidding closed for supply of Hot Mix from April 1, 2008 through March 31, 2009 at least 1,000 tons but not more than 5,000 tons. The following bid was received:

C1 Q-HVT w/65% quartzite rock w/PG 64-28 AC and lime 61.00 per ton

At 10:40 a.m. Chairman Marcus declared bidding closed for rental of miscellaneous new and used road equipment from April 1, 2008 through March 31, 2009.

Moved by Drake, seconded by Mattke. Motion carried. To approve for Jerry Batien, Beadle County Highway Superintendent to attend Project Planning and Fundamentals for Good Roads & Streets on March 12 or 13, 2008 sponsored by SD Dept of Transportation.
Ron & Carla Pierson residents for Yale Town met with the Commission to receive information on grade survey taken by Beadle County Highway Dept. It was determined that if a culvert is placed in the roadway to the north of their property along Beadle County Highway 31 (411th Avenue) it should help with water problems. They were also informed by Commissioner Drake that the City of Yale is working on a grant for funding to help with drainage for all the Yale Town.
Moved by Drake, seconded by Werner. To approve to have the Highway Dept place a culvert in roadway north of third street in Yale Town along Beadle County Highway 31 (411th Avenue) and to clean ditch for proper drainage.

RESOLUTION 02-18-08
BRIDGE REINSPECTION PROGRAM RESOLUTION
FOR USE WITH SDDOT RETAINER CONTRACTS
WHEREAS, Title 23, Section 151, United States Code and Title 23, Part 650, Subpart C, code of Federal Regulations, requires initial inspection of all bridges and reinspection at intervals not to exceed two years with the exception of reinforced concrete box culverts that meet specific criteria. These culverts are reinspected at intervals to exceed four years.
THEREFORE, Beadle County is desirous of participating in the Bridge Inspection Program using Bridge Replacement funds.
The County requests SDDOT to hire Pierce & Harris Engineering (Consulting Engineers) for the inspection work. SDDOT will secure federal approvals, make payments to the Consulting Engineering for inspection services rendered, and bill the County for 20% of the cost. The County will be responsible for the required 20% matching funds. There are a total of 90 bridges in Beadle County that require inspection.

RESOLUTION 02-17-08
PLAT OF TRACT PS-SD-BD-0639.0000 CARPENTER PUMP STATION
ADDITION IN THE SE4 OF SECTION 4-113-59
On recommendation of the Beadle County Planning Commission: BE IT RESOLVED; by the Board of Beadle County Commissioners that the plat of Tract PS-SD-BD-0639.0000 Carpenter Pump Station Addition in the SE4 of Section 4-113-59, West of the 5th P.M., Beadle County, South Dakota, as described above and drawn hereon be approved and accepted and the Auditor hereby is instructed to endorse on such plat a copy of this resolution and to certify the same.

RESOLUTION 02-19-08
TURKEY ROAD
BE IT RESOLVED: That Beadle County, South Dakota, hereinafter referred to as the County; and Custer Township in Beadle County, South Dakota, hereinafter referred to as the Township, mutually agree to adopt the following resolution:
WHEREAS, the County and Township mutually recognize that the Townships road called 403rd Avenue starting at Highway 14 going south to the Dakota Minnesota and Eastern Railroad crossing, hereinafter referred to as the Turkey Road; was the subject of Agreement Number 2005-01 between the County and Township; wherein, the County accepted the responsibility to resurface and maintain the Turkey Road, with the Township continuing to have ownership of the Turkey Road.
NOW, THEREFORE: The County and Township mutually resolve as follows:
1. The Township hereby conveys ownership of the Turkey Road to the County.
2. County accepts ownership of the Turkey Road from date of this resolution forward.
3. This resolution revokes Agreement Number 2005-01 between the County and Township.
This Resolution is binding upon the signatories hereto, not as individuals, but solely in their capacities as officials of their respective organizations and acknowledges proper action of County and Township to enter into same under South Dakota Law.
IN WITNESS WHEREOF, the parties hereto have caused this Resolution to be executed by their respective and duly authorized representatives upon the latest date all parties to this resolution have signed below.
Kyle Raph from Koch Hazard Architects met with the Board to go over remodeling plans for the Court House to bring States Attorney Offices to the Court House.
Commissioners discussed combining election precincts both rural and Huron City and also moving all Huron City precincts to one location. They will consider options at their next meeting.
Board adjourned to meet next on March 6, 2008.
