PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
JULY 8, 2008
The Board of Beadle County Commissioners met Tuesday – July 8, 2008 at 9:00 a.m., pursuant to adjournment of June 30, 2008 with members present: Chairman Marcus, Vice Chairman Chase, Drake, Mattke and Werner.
The minutes of June 30, 2008 were approved as read with no additions or changes.
Moved by Werner, seconded by Chase. Motion carried. To appoint Roxy Gogolin as Beadle County HIPPA Representative.
Moved by Drake, seconded by Chase. Motion carried. To go into Executive Session at 9:40 a.m., to discuss personnel matters. Chairman Marcus declared Executive Session over at 9:47 a.m.
Moved by Chase, seconded by Drake. Motion carried. To adopt the following resolution:
RESOLUTION 07-01-07
“COUNTY FEDERAL AID BRIDGE REPLACEMENT
OR REHABILITATION PROGRAM RESOLUTION”
WHEREAS, the Beadle County Board of County Commissioners desires the replacement X or rehabilitation _____ (check one) of the bridge hereinafter described:
STRUCTURE NUMBER: BRIDGE #03-050-116
LOCATION AND LENGTH: 5 miles east & 0.4 miles north of Wessington City. Whiteside Township between sections 35
& 36. 53’ steel pony
AND WHEREAS, Beadle County is obligated and hereby agrees to provide proper maintenance as required by the Federal Highway Act as amended and supplemented thereto for project after construction is completed and to regulate or cause to be regulated the installation of utility facilities within the limits of the right-of-way of the proposed project in accordance with State and Federal requirements.
AND WHEREAS, Beadle County is obligated and hereby agrees to reimburse the State for all costs not reimbursable with Special Bridge Replacement Fund.
AND WHEREAS, the bridge is in need of replacement/rehabilitation for the following reasons:
1. The sufficiency rating is 41.9.
2. The bridge is x or is not ____ located on a County or Township
designated Minimum Maintenance Road.
3. The Bridge is located on a Federal Aid Route ____, a school bus route __X__, a mail
route __X_, a field to farm to market route __X_, a lake or recreation access route
___, or other (please specify) __________________________
4. The load carrying capacity of the existing bridge can _____ or cannot __X__, be
improved to carry legal loads by rehabilitation of the existing bridge.
NOW, THEREFORE, BE IT RESOLVED: That the South Dakota Department of Transportation be and hereby is authorized and requested to program for construction, in accordance with the approved “Secondary Road Plan” and the State’s “Standard Specifications for Roads and Bridges”, the bridge replacement or rehabilitation project at the above described location. Consultant services are to be with X or without _____ Federal Participation. Preliminary Engineering Services by State Forces with X or without ____ Federal Participation are the Hydraulic study and the Foundations Investigation (if necessary). Construction administration is to be handled by State forces with Federal Participation.
Beadle County will have adequate available during calendar year scheduled to match available Special Bridge Replacement Funds.

Moved by Werner, seconded by Drake. Motion carried. To approve hiring of Susan Dunn as Jailor starting July 21, 2008, subject to employment qualifications.
The Commissioners worked on the 2009 Provisional Budget.
Commissioners discussed options available for initiating an opt out resolution for 2009 and 2010. No action taken.
The Board adjourned to meet next on July 10, 2008 at 9:00 a.m.
