PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
AUGUST 12, 2008
The Board of Beadle County Commissioners met Tuesday – August 12, 2008 at 9:00 a.m., pursuant to July 31, 2008 with members present: Chairman Marcus, Vice Chairman Chase, Drake, Mattke and Werner.
The minutes of July 30 & July 31, 2008 were approved as read with no additions or changes.
Moved by Werner, seconded by Mattke. Motion carried. To approve grant agreement with SD Dept of Health for funding Pandemic Influenza Community Planning in the amount of $30,000.00.
Moved by Werner, seconded by Drake. Motion carried. To approve for Beadle County to participate in the Household Hazardous Waste Disposal Collection in October.
Moved by Drake, seconded Chase. Motion carried. To approve to declare miscellaneous metals from the Beadle County Courthouse Remodel as surplus and to sell to Barti Metal for $30.40.
Moved by Werner, seconded by Mattke. Motion carried. To adopt the following resolution:
RESOLUTION 08-01-08
“GRANT SUPPLEMENTAL BUDGET”
WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for US Department of Homeland Security 2007 Homeland Security Grant Program. The following item will be reimbursed for monies expended in the 2008 Budget.
226 222.429.07 Emergency Management 2007 HMLS Grant (Equipment) $18,500.00
Total $ 18,500.00
NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above.

RESOLUTION 08-02-08
“GRANT SUPPLEMENTAL BUDGET”
WHEREAS, unanticipated reimbursements were received from the United Way of America, Fiscal Agent for FEMA Emergency Food and Shelter National Board Program 2008 Funding. The following item will be reimbursed in the 2008 Budget year.
230 411.429 Emergency Food and Shelter $ 2,926.50
Total $ 2,926.50
NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above.

RESOLUTION 08-03-08
“INITIATED MEASURE #10”
WHEREAS, Initiated Measure #10 would prohibit any county from paying dues to any association that lobbies;
WHEREAS, it is far more efficient and cost effective to join together with our fellow counties through the South Dakota Association of County Commissioners for coordinated communication with the Legislature than to have each county stand alone;
WHEREAS, the costs to the taxpayers of having each county monitor, report and travel to Pierre to participate in the Legislative Session would be much greater than any dues to the South Dakota Association of County Commissioners;
WHEREAS, coordinated communication with Legislators leads to more efficiency in the Legislative process and has saved millions of dollars in taxpayer funds;
WHEREAS, restricting the ability of South Dakotans to support candidates and communicate with their elected pubic officials is a violation of their right to freedom of speech;
WHEREAS, the measure will be challenged in court and will most likely be found to be unconstitutional, costing millions of dollars in taxpayer money;
WHEREAS, Initiated Measure #10 does not limit State government-paid lobbyists, out-of-state lobbyists, or corporate lobbyists, but only stifles coordinated voices for local control;
WHEREAS, Beadle County finds that county officials throughout South Dakota are dedicated, honest and ethical people with the best interests of their counties in mind and that counties take great pride in providing open, honest government to our citizens;
WHEREAS, the thousands and thousands of South Dakotans who do business with the State, Cities, Counties and other governmental entities should not be penalized for providing such services;
WHEREAS, civic groups who work to better their community and often require local funding to provide their services should not be prohibited from communicating their needs to local public servants;
WHEREAS, the forces supporting Initiated Measure #10 will not reveal the source of their funding, leaving the reasonable assumption that out of state special interests are once again attempting to hijack the South Dakota ballot and abuse our initiative process;
NOW, THEREFORE LET IT BE RESOLVED: That Beadle County strongly opposes Initiated Measure #10 and urges the citizens of South Dakota to vote “NO” on the measure.
Jim Borszich, Executive Director from Greater Huron Development met with the Board to give second quarter updates.
The Board discussed the special assessments that show on our tax deed properties and Denis Drake and Linda Marcus will contact the City Commission on a plan to get these properties back on the tax rolls.
The Board adjourned to meet next on August 19, 2008 at 9:00 a.m.
