PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
SEPTEMBER 25, 2008
The Board of Beadle County Commissioners met Thursday – September 25, 2008 at 8:00 a.m., pursuant to adjournment of September 12, 2008 with members present: Chairman Marcus, Vice Chairman Chase, Drake, Mattke and Werner.
Moved by Drake, seconded by Chase. Motion carried. To go into Executive Session at 8:08 a.m. for union negations and to discuss personnel matters. Chairman Marcus declared Executive Session over at 9:53 a.m.
Moved by Drake, seconded by Mattke. Motion carried. To approve for Jerry Batien, Beadle County Highway Supt and Nancy Willard Beadle County Highway Bookkeeper to attend 2008 Safety & Loss Control Training Conference on November 12 & 13, 2008 at Pierre SD.
Moved by Chase, seconded by Mattke. Motion carried. To adopt the following resolution:
Resolution 09-02-08
“Change in Retirement Classification from Class A to Class B for Jailers”
WHEREAS, 1999 Session Laws Ch 14 (Senate Bill 11) allows a county or a municipality to transfer its jailers from Class A Status to Class B Public Safety Status within the South Dakota Retirement System, subject to approval by the Board of Trustees of the South Dakota Retirement System; and
WHEREAS, jailers in the employ of Beadle County have expressed a desire to transfer from Class A Status to Class B Public Safety Status within the South Dakota Retirement System; and
WHEREAS, this governing body employees jailers who have been appointed as such pursuant to SDCL 7-12-9 and 7-12-10; and
WHEREAS, this governing body believes that its jailers fulfill the requirements and objectives for Class B Public Safety Status within the South Dakota Retirement System.
NOW, THEREFORE, BE IT RESOLVED: that this governing body hereby grants its approval to such transfer of its jailers from Class a Status to Class B Public Safety Status within the South Dakota Retirement System; and
BE IT FURTHER RESOLVED: that this governing body requests that the Board of Trustees of the South Dakota Retirement System approve such transfer.
Moved by Chase, seconded by Mattke. Motion carried. To approve to hire Scott Beck as jailer starting September 25, 2008 with a six month probation and a salary to 80% for 2 months and 90% for 4 months of jailers salary.
Moved by Chase, seconded by Mattke. Motion carried. To approve for Pat McAllister to be full time jailer effective October 6, 2008 starting salary to be same as part-time $14.65.
Moved by Chase, seconded by Drake. Motion carried. To adopt the following resolution:
RESOLUTION 09-03-08
“GRANT SUPPLEMENTAL BUDGET”
WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for US Department of Homeland Security 2007 Homeland Security Grant Program. The following item will be reimbursed for monies expended in the 2008 Budget.
226 222.429.07 Emerg Mgmt 2007 HMLS Grant (Equip) 3,000.00
Total 3,800.00
NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above.
Moved by Drake, seconded by Chase. Motion carried. To approve 2008 Homeland Security Grant for $585,030.29 for Region 6 through the SD Dept of Public Safety.
Moved by Chase, seconded by Drake. Motion carried. To approve 2008 Emergency Management FF2009 State and Local Agreement between the State of South Dakota and Beadle County.
Moved by Chase, seconded by Drake. Motion carried. To approve for Director of Equalization to order three computers at a cost of $3,765.00 plus setup and travel expense as new updates for windows program will not run on old computers.
Moved by Mattke, seconded by Drake. Motion carried. To approve change order #1 in the amount of $12,554.00 for the Courthouse Remodel Project making new total amount of $201,772.00.
The Board adjourned to meet next on September 30, 2008 at 9:00 a.m.
