PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
NOVEMBER 6, 2008
The Board of Beadle County Commissioners met Thursday – November 6, 2008 at 9:00 a.m., pursuant to adjournment of October 30, 2008 with members present: Chairman Marcus, Vice Chairman Chase, Mattke, Drake and Werner.
The minutes of October 30, 3008 were approved as read with no additions or changes.
The Board canvassed the ballots for the General Election held on November 4, 2008 and found everything to be in order.
Public Hearing was held at 11:30 a.m. to take public comments on Community Development Block Grant Application for construction of a dining facility at Our Home Inc. Ted Dickey, NECOG; Steve Gubbrud, Our Home Inc & Pat Haley Our Home Inc Board member were present to answer any questions. No comments were received.
Moved by Mattke, seconded by Drake. Motion carried. To adopt the following resolution:
RESOLUTION 11-01-08
“AUTHORIZING COMMUNITY DEVELOPMENT BLOCK GRANT
APPLICATION TO ASSIST IN THE CONSTRUCTION OF A DINING HALL
FACILITY AT OUR HOME INC”
WHEREAS, Beadle County proposes to execute an application for $299,730.00 Community Development Block Grant funds to assist in the construction of a dining hall facility at Our Home Inc; and
WHEREAS, Beadle County is eligible for Federal assistance for the proposed project; and
WHEREAS, with the submission of the Community Development Block Grant application, Beadle County assures and certifies that all Community Block Grant program requirements will be fulfilled; and
WHEREAS, Beadle County has held the required public hearing on Thursday, November 6, 2008 for the Community Development Block Grant; and
WHEREAS, Beadle County is required to designate a certifying officer for the purpose of signing documents pertaining to this grant;
WHEREAS, Beadle County is required to designate an environmental certifying officer for the purpose of signing required environmental documents pertaining to this grant;
NOW, THEREFORE BE IT RESOLVED: That the Chairperson of Beadle County, will be authorized to execute the Community Development Block Grant application for Beadle County, and;
AND BE IT FURTHER RESOLVED: That the Chairperson of Beadle County, be hereby designated as the County’s certifying officer for the purpose of signing correspondence, pay request, and other required documents;
AND BE IT FURTHER RESOLVED: That the Chairperson of Beadle County, be hereby designated as the County’s environmental certifying officer for the purpose of signing correspondence and other required documents and forms.
Moved by Drake, seconded by Werner. Motion carried. To set November 26, 2008 at 10:45 a.m. as date for Hearing of Renewal of Application for Sale of Alcoholic Beverage License for Fowl Play.
Moved by Werner, seconded by Drake. Motion carried. To set December 9, 2008 at 11:00 a.m. as date for bid letting for prisoner meals for 6 months.
Moved by Werner, seconded by Mattke. Motion carried. To approve Joint Funding Agreement No 09C45D864800023 for operation and maintenance of gaging station on the James River near Redfield. Beadle County share $1,150.00 for 2009.
Moved by Werner, seconded by Mattke. Motion carried. To approve for Chairman Marcus to sign letter notifying Social Services Administration that as of December 31, 2008 Beadle County will no longer provide representative Payee services for individuals receiving Social Security Disability and Supplemental Security Income Benefits.
Moved by Drake, seconded by Mattke. Motion carried. To approve Quick Claim Deed. Beadle County, a political subdivision, Grantor of Huron, Beadle County, South Dakota, 57350 for and in consideration of one dollar ($1.00)
GRANTS, CONVEYS AND QUICK CLAIMS to Lora Cook, as the duly appointed qualified and acting personal representative of the Estate of Donald G Tarrant, Deceased, the Grantee, all interest in the following described real estate in the County of Beale in the State of South Dakota:
Lots 1, 2, 3 & N ˝ of 4, Block 3, Eighth Railway Addition and Lots 13 14 & 15,
Block 3, Eighth Railway Addition to Huron City, Beadle County, South Dakota
Chairman Marcus appointed Commissioner Mattke to take over as Chairman for the remainder of the meeting.
Moved by Werner, seconded by Drake. Motion carried. To approve to set November 26, 2008 as bid date for Ethanol and Diesel.
Kevin Deschepper of Boyer Ford Trucks of Sioux Falls and Steve Bentele from Northern Truck Equipment and Jerry Batien, Beadle County Highway Superintendent met with the Board to discuss State Bids on Sterling LT9500 Truck and Crysteel Dump Body & Hoist.
On motion the Board adjourned to meet next on November 10, 2008 at 9:00 a.m.
