The Board of Beadle County Commissioners met Thursday February 26, 2009 at 9:00 a.m., pursuant to adjournment of February 17, 2009 with members present: Chairman Marcus, Vice Chairman Drake, Benson, Mattke and Werner.

RESOLUTION 02-07-09
“RECONVEYANCE”

WHEREAS, the Tax Deed to the following described real property to-wit: East Thirty Feet (30’) of the North Forty Five Feet (N45’) of Lot Ten (10), Thirteen (13), Block Forty Three (43), 5th Railway Addition, City of Huron, Beadle County, South Dakota, was taken for unpaid taxes, and,

WHEREAS, the record owners therefore paid Beadle County Treasurer all taxes, interest and cost represented in such years,

NOW, THEREFORE, BE IT RESOLVED: That the above described real property shall be reconveyed to Todd R & Beverly D Taffee the owners of record therefore in the manner as provided by SDCL 10-25-41, after the time for appeal for such resolution has expired.

“FEDERAL AID SURFACE TRANSPORTATION
RESOLUTION FOR COUNTY AND URBAN PROJECTS”

WHEREAS, the Beadle County Board of County Commissioners desires the construction and improvement of the road and/or bridge as hereinafter described:

LOCATION, LENGTH, STRUCTURE NUMBER: On the Broadland Road from
US Highway 14 then 2.8 miles North

TYPE OF CONSTRUCTION: Heavy Roadway Shaping, Base and Blotter

Major Collector Route Number CR15

AND WHEREAS, Beadle County is obligated and hereby agrees to provide proper maintenance as required by the Federal Highway Act as amended and supplemented thereto for project after construction is completed and to regulate or cause to be regulated the installation of utility facilities within the limits of the right-of-way of the proposed project in accordance with State and Federal requirements.

AND WHEREAS, Beadle County is obligated and hereby agrees to reimburse the State for all costs not reimbursable with Surface Transportation Program (STP) Funds and associated State matching funds.

NOW, THEREFORE, BE IT RESOLVED: That the South Dakota Department of Transportation be and hereby is authorized and requested to program for construction, in accordance with the approved “Secondary Road Plan” and the State’s “Standard Specifications for Roads and Bridges,” the project described. 


Estimated Cost of Project Including Engineering: $ 400,000.00
STP Funds $ 400,000.00

“GRANT SUPPLEMENTAL BUDGET”

WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for 2007 Public Safety Interoperable (PSIC) Grant Program match. The following item will be reimbursed for monies expended in the 2009 Budget.

NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the item set forth above.

“GRANT SUPPLEMENTAL BUDGET”

WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for 2008 Homeland Security Grant Program. The following item will be expended in the 2009 Budget.

Total $56,700.68 

NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the item set forth above.


The Board met with Beadle County Sheriff, Tom Beerman, to discuss patrolling of the county roads, now that the weight/speed limits are posted. Sheriff Beerman will come to each meeting along with a Deputy that has been patrolling the area to give a report to the board.

Moved by Werner, seconded by Mattke. Motion carried. To approve to pay 2nd half of 2009 allocation to RSVP.

Moved by Werner, seconded by Benson. Motion carried. To approve to pay for one 2009 Sterling LT9500 truck chassis, in the amount of $105,755.00 less the trade in of 2001 International 4900 Truck SN#1HTSHAAR7114384255 ($21,00.00) for total amount payable of $84,755.00; per bid of November 10, 2008.

Moved by Werner, seconded by Benson. Motion carried. To approve to pay Wiedenman Construction final payment for Courthouse remodel project in the amount of $32,148.00 and $9,623.07 for time and materials.

The Board adjourned to meet next on March 10, 2009 at 9:00 a.m.
