PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
MARCH 10, 2009


The Board of Beadle County Commissioners met Tuesday – March 10, 2009 at 9:00 a.m., pursuant to adjournment of March 6, 2009 with members present: Chairman Marcus, Vice Chairman Drake, Benson, Mattke and Werner.


Moved by Benson, seconded by Drake. Motion carried. To approve buried cable permit application by Venture Communications to bury cable in the following locations in Beadle County: Section 6-65-110, Section 7-65-110, Section 18-65-110, Section 19-65-110, Sand Creek; Section 31-65-111, Section 36-65-111, Section 25-65-111, Section 30-65-111, Section 17-65-111, Section 20-65-111, Section 21-65-111, Section 7-65-111, Section 18- 65-111, Section 19-65-111, Wessington Twp; Section 1-63-112, Section 12-63-112, Section 36-63-112, Broadland Twp; Section 5-64-113, Section 7-64-113, Section 15-64-113, Section 16-64-113,
Section 17-64-113, Section 18-64-113, Section 23-64-113, Bonilla Twp; Section 3-65-112,

Moved by Mattke, seconded by Benson. Motion carried. To approve striping agreement with SDDOT for 70 miles of Beadle County Highways for a cost of $35,604.52.


Moved by Mattke, seconded by Drake. Motion carried. To approve to put the stimulus money in the amount of $158,125.00 into the STIP project fund. 


Moved by Werner, seconded by Drake. Motion carried. To approve for Kathie Bostrom to attend Homicide and Crime Scene Management training in Sioux Falls on March 31-April 2, 2009.


Chief Deputy Solem met with the Board to discuss patrolling the street of Cavour 2 times a day; Deputy Solem also reported that while patrolling the Beadle County roads they have not seen any trucks going over the 40 mph speed limit.


Ted Dickey representative from NECOG met with the Board regarding the possibility of the Courthouse being listed on the National Register of Historic places. The Board decided that it would not be in the best interest of the County at this time.

RESOLUTION 03-01-09
“GRANT SUPPLEMENTAL BUDGET”

WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for US Department of Homeland Security 2008 Homeland Security Grant Program. The following item will be reimbursed for monies expended in the 2009 Budget.

RESOLUTION 03-02-09
“GRANT SUPPLEMENTAL BUDGET”

WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for US Department of Homeland Security 2007 Homeland Security Grant Program. The following items will be reimbursed for monies expended in the 2009 Budget.

226 222.429.07 Emerg Mgmt 2007 HMLS Grant $ 235.62
226 222.429.07 Emerg Mgmt 2007 (LETPP) Grant $ 4,586.78 

Total $ 4,822.40 

NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above.


Moved by Werner, seconded by Benson. Motion carried. To approve 2009 WIC Program County Contract Amendment between Beadle County and SD Department of Health.


Moved by Werner, seconded by Benson. Motion carried. To approve to hire Rachel Clendenin as Dakotaland Museum curator at $12.05 per hour for 30 hours a week with start date of March 23, 2009 pending background check.


Moved by Mattke, seconded by Werner. Motion carried. To approve to abate 1987 and older Mobile Homes in the amount of $1,142.56.


K.O. Kauth met with the Board regarding the Director of Equalization tax assessment process. The Board will meet with Pat Tschetter, Beadle County Director of Equalization at the next meeting for explanation on the tax assessment process.

To approve for Jerry Batien, Beadle County Highway Superintendent to set up an account to buy on Iron Planet and approve their term and conditions. Also to approve Jerry Batien to bid on a 2005 Superior DT80J Self-Propelled Broom, not to exceed $15,500.00.


Moved by Werner, seconded by Benson. Motion carried. To approve to set March 31, 2009 as bid date for two – 2004 Volvo G720B Motor Graders and one 2007 Volvo G940 Motor Grader pending they do not sell on Iron Planet Auction March 12, 2009
