PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
APRIL 14, 2009


The Board of Beadle County Commissioners met Tuesday – April 14, 2009 at 9:00 a.m., pursuant to adjournment of April 1, 2009 with members present: Chairman Marcus, Vice Chairman Drake, Benson, Mattke and Werner.


The minutes of April 1, 2009 were approved.


Moved by Drake, seconded by Benson. Motion carried. To approve Conditional Use Permit for Jesse Green and Wayne Yauney to operate a fireworks stand (out of a 30x60 tent) at 39650 US Highway 14, Huron SD, Theresa Township.

Moved by Drake, seconded by Mattke. Motion carried. To adopt the following resolution:


RESOLUTION 04-01-09
“LOTS 1, 2, 3 & 4, Block 4, HOSKINS 2nd ADDITION
A PART OF THE SW4 OF SECTION 24-111-64, 
TOWN OF WOLSEY, BEADLE COUNTY, SOUTH DAKOTA”

On recommendation of the Beadle County Planning Commission: BE IT RESOLVED: by the Board of Beadle County Commissioners that the “Plat of Lots 1, 2, 3, & 4, Block 4, Hoskins 2nd Addition, a part of the SW4 of Section 24-111-64, Town of Wolsey, Beadle County, South Dakota, as described above and drawn hereon be approved and accepted and the Auditor hereby is instructed to endorse on such plat a copy of this resolution and to certify the same.

HOSKINS 1ST ADDITION, A REPLAT OF THE VACATED BLOCK 49 OF THE 
PLAT OF THE 1ST ADDITION TO WOLSEY IN THE SW4 OF SECTION 24-111-64
FILED FOR RECORD IN THE OFFICE OF THE REGISTER OF 
DEEDS ON MARCH 18, 2008 IN BOOK 13, PAGE 172”

On recommendation of the Beadle County Planning Commission: BE IT RESOLVED: by the Board of Beadle County Commissioners that the “Hoskins 1st Addition a replat of the vacated Block 49 of the plat of the 1st Addition to Wolsey located in the SW4 of Section 24-111-64 Beadle County, South Dakota note: this plat vacates in whole the plat of Hoskins 1st addition, a replat of the vacated Block 49 of the plat of the 1st Addition to Wolsey in the SW4 of Section 24-111-64 filed for record in the office of the Register of Deeds on March 18, 2008 in Book 13, page 172” as described above and drawn hereon be approved and accepted and the Auditor hereby is instructed to endorse on such plat a copy of this resolution and to certify the same.


Moved by Mattke, seconded by Benson. Motion carried. To declare 760 lbs of scrap metal as surplus and to be sold to Barti Metal for $11.40.


Moved by Werner, seconded by Benson. Motion carried. To approve Letter of Support for the Pyle House Museum.


Moved by Werner seconded by Drake. Motion carried. To adopt the following resolution:

RESOLUTION 04-03-09
“GRANT SUPPLEMENTAL BUDGET”

WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for US Department of Homeland Security Grant Program. The following item will be reimbursed for monies expended in the 2009 Budget.

226 331.26 Emerg Mgmt 2008 HMLS Grant $ 37,259.67

Total $ 37,259.67 

NOW, THEREFORE, BE IT RESOLVED: that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above.


The Board of Commissioners would like to recognize that the Huron Police Department gave a vehicle computer stand and a dash mounted video camera to the Beadle County Emergency Management Director Tom Moeding for use in the Emergency Management Vehicle.


Moved by Werner, seconded by Benson. Motion carried. To approve for Jill Hanson-Beadle County Auditor, Bonnie Horton-Beadle County Treasurer and Barb O’Riley-Beadle County Register of Deeds to attend 2009 Spring Workshop in Pierre on May 6-7, 2009.


Moved by Benson, seconded by Drake. Motion carried. To approve Street Maintenance Agreement between the Town of Hitchcock and Beadle County effective from May 1, 2009 thru December 31, 2009.


At 9:15 a.m., the Chairman Marcus declared bidding closed and the notice Washed Rock Type 1B and Washed Crushed Rock Type 2A was read. The following bids were received:

1) Bowes Construction Inc – Brookings SD
Washed Rock Type 1B $ 6.50 per ton

2) Dakota Trucking Inc – Wessington Springs SD
Washed Rock Type 1B $ 9.00 per ton

3) L.G. Everist Inc – Sioux Falls SD
Washed Rock Type 1B $ 4.15 per ton 

Washed Crushed Rock Type 2A
1) Dakota Trucking Inc – Wessington Springs SD $ 6.75 per ton

2) L. G. Everist Inc – Sioux Falls SD $ 10.05 per ton

Moved by Werner, seconded by Benson. Motion carried. To approve for Chief Deputy Doug Solem to apply for COPS Hiring Recovery Program Grant (CHRP)


At 11:15 a.m. adjourn as Beadle County Board of Commissioners.

At 11:17 a.m. convene as Beadle County Board of Equalization.

At 1:45 p.m. reconvene as Beadle County Board of Commissioners.


Moved by Werner, seconded by Drake. Motion carried. To approve to set April 30, 2009 as bid date for two 2003 Case International MXM 130 tractors – pending they do not sell at Bales Continental Commission Consignment Auction on April 25, 2009.

Moved by Benson, seconded by Werner. Motion carried. To approve for Derek Knouse, Brad Jungemann, Mike Farrell, Rick Erickson to go to DeSmet to attend.


Moved by Benson, seconded by Mattke. Motion carried. To approve for Beadle County Highway Superintendent Jerry Batien to purchase a box scraper for $5,000.00.


Moved by Mattke, seconded by Benson. Motion carried. To approve to sign an agreement with Eldon Eggleston for $24,000.00 worth of gravel.


The Board met with Sheriff Tom Beerman to go over the Deputies Daily reports.
