At 10:00 a.m. , Chairman Marcus declared bidding closed and the notice to bidders for Gravel Base Course for 2.71 miles on Beadle County Highway 19 was read. The following bid was received:

Jim Borszich, Executive Director of Greater Huron Development, Bill Paulson, Vice President of Operation of Advance Bio-Diesel and Ken Peterson Heartland Grain Manager met with the board to discuss the proposed rail expansion for Heartland Grain. Discussion was held on the Beadle County Regional Railroad Authority, about what needs to be done to re-activate this authority. Commissioner’s Linda Marcus and Larry Matte are the commissioner’s who are on this board, and will visit with the other members of the Beadle County Regional Railroad Authority and schedule a meeting time to discuss what action needs to be taken next.
Moved by Werner, seconded by Mattke. Motion carried. To approve Ken Peterson, Heartland Grain Manager as being member at large on the Beadle County Regional Railroad Authority.
Tom Westphal, Virgil Mayor, George Merkel, City Finance Officer for Virgil and Joni LeGrand visited with the board to express their concerns over a recent underage drinking party in the city of Virgil. The Board will meet again with Tom Westphal on the July 14, 2009 meeting so that Beadle County Sheriff Tom Beerman could attend.
