The Board of Beadle County Commissioners met Thursday – July 30, 2009, pursuant to adjournment of July 29, 2009 with members present: Chairman Marcus, Vice Chairman Drake, Benson, Mattke and Werner.

Delwin Hofer, Pam Hofer and Tim Hofer met with the Commissioners and Jerry Batien, Beadle County Highway Superintendent to discuss the condition of some of the culverts in Milford Township. Jerry Batien was aware of the problem and will work with the Hofer’s and get them fixed. The Hofer’s were also voiced their concerns over the conditions of the roads and the way they have been treated due to the TransCanada pipeline that has been working in their area. The commissioners will visit with a representative from TransCanada and the South Dakota Public Utilities Commission regarding this issue.
Moved by Benson, seconded by Drake. Motion carried, to allow Ken Lindblad, Beadle County Veterans Service Officer to attend SDDVA Training school in Pierre on August 31, 2009 through September 3, 2009.
Julie Miller & Bonnie Dosch, Beadle County Health Nurses met with the Board to give quarterly reports.
Moved by Werner, seconded by Benson. Motion carried to approve Brownlee Construction Inc. to crush 35,000 tons of gravel to be located at the Smith Pit in Clark County based off of the Hamiln County bid of October 20, 2008. Hamiln County received the following bids:
Brownlee Construction Inc.- Smith Pit in Clark County
for crushing and piling $1.89 per ton
for stripping reclaiming & royalty $1.35 per ton
TOTAL $3.24 per ton

RESOLUTION 07-04-09
“GRANT SUPPLEMENTAL BUDGET”
WHEREAS, unanticipated reimbursements were received from the State of south Dakota Department of Public Safety Office of Homeland Security for 2008 Homeland Security Grant Program. The following item will be reimbursed for monies expended in the 2009 Budget.

NOW, THEREFORE, BE IT RESOLVED: That the board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the item set forth above.
Diane Thomas met with the board over concerns of talk about a drainage tile being put in Lake Byron Township. The board informed her that there is a Vested Drainage Right on file in the Register of Deeds office and that no plans at this time have been made to put in a new tile in the area, but that they are trying to locate where the tile was originally put in. The board is looking into option putting in a drainage ditch to help drain the water that keeps flooding the road.

Motion carried to adopt the following resolution with a notation that the Provisional budget balanced only by the board making drastic reductions to all budgeted areas including but not limited to reducing the amount of money given to areas the county supports, reducing the maintenance on the 573 miles and 149 bridges in Beadle County, and keeping overtime hours to necessity only.

“ADOPTION OF PROVISIONAL BUDGET FOR BEADLE COUNTY SOUTH DAKOTA”

NOTICE IS HEREBY GIVEN: That the Board of County Commissions of Beadle County, will meet in the Courthouse at Huron South Dakota on Tuesday, September 1, 2009 at 10:00 a.m. for the purpose of considering the foregoing Provisional Budget for the year of 2010 and various items, schedules, amounts and appropriations set forth therein and as many days thereafter as is deemed necessary until the final adoption of the budget on the 30th day of September 2009. At such time any interested person may appear either in person or by a representative and will be given an opportunity for al full and complete discussion of all purposes, objectives, items, schedules, appropriations, estimates, amounts and matters set forth and contained in the Provisional Budget.

The board adjourned to meet next on August 4, 2009 at 9:00 a.m.
