PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
SEPTEMBER 15, 2009
The Board of Beadle County Commissioners met Tuesday, September 15, 2009 at 9:00 am, pursuant to adjournment of September 10, 2009 with members present: Chairman Marcus, Vice Chairman Drake, Benson, Mattke and Werner.
The Minutes of September 8, 2009 and September 10, 2009 were approved.
Moved by Drake, seconded by Benson, motion carried. To approve Variance Request of Kenneth Kleinsasser to put a grain bin 20 feet from the right of way. The bin would be in line with other buildings, all of which are located in Fairfield Township.
Moved by Benson, seconded by Mattke, motion carried. To adopt the following resolution
RESOLUTION 09-02-09
“PLAT OF GROSS OUTLOT 1 A PART OF GOVERNMENT LOT 2 & 3 A PART OF THE SOUTH WEST ¼ OF THE SOUTH EAST ¼ AND A PART OF THE SOUTH EAST ¼ OF THE SOUTH WEST ¼ OF SECTION 22, TOWNSHIP 113 NORTH, RANGE 61 WEST OF THE 5TH P.M. BEADLE COUNTY, SOUTH DAKOTA.”
On recommendation of the Beadle County Planning Commission: BE IT RESOLVED: by the Board of Beadle County Commissioners that the plat of Gross Outlot 1, a part of Government Lot 2 and Lot 3, a part of the South West Quarter (SW ¼ ) of the South East Quarter (SE ¼ ) and a part of the South East Quarter (SE ¼ ) of the South West Quarter (SW ¼ ) of Section Twenty Two (S. 22), Township One Hundred Thirteen North (T. 113 N.), Range Sixty One West (R. 61 W.) of the Fifth Principal Meridian (5 th P.M.), Beadle County, South Dakota as described above and drawn hereon be approved and accepted and the Auditor hereby is instructed to endorse on such plat a copy of this resolution and to certify the same.
Moved by Benson, seconded by Drake, motion carried. Go into Executive Session at 9:15 a.m. to discuss personnel. Chairman Marcus declared Executive Session over at 9:45 a.m.
The Board of Commissioners met with Jerry Batien, Beadle County Highway Superintendent, Randy Hoscheid from Pierce and Harris Engineering, and Members of Banner, Barrett and Foster Townships.
At 10:00 a.m., the Public Hearing for Annexation Petition was held, and no one appeared. The second and final hearing will be held on September 30, 2009 at 10:45 a.m.
Moved by Werner, seconded by Drake, motion carried to go into Executive Session at 11:25 a.m. to discuss personnel. Chairman Marcus declared Executive Session over at 1:15 p.m.
Moved by Mattke, seconded by Drake, motion carried to adopt the following resolution.
RESOLUTION 09-01-09
GRANT SUPPLEMENTAL BUDGET
WHEREAS, UNANTICIPATED REIMBURSEMENTS WERE RECEIVED FROM THE STATE OF SOUTH DAKOTA DEPARTMENT OF PUBLIC SAFETY OFFICE OF HOMELAND SECURITY FOR US DEPARTMENT OF HOMELAND SECURITY 2008 HOMELAND SECURITY GRANT PROGRAM. THE FOLLOWING ITEM WILL BE REIMBURSED FOR MONIES EXPENDED IN THE 2009 BUDGET.
226 222 429.08 EMERG MGMT 2008 HMLS GRANT $ 49,928.72
TOTAL $ 49,928.72
NOW, THEREFORE, BE IT RESOLVED, THAT THE BOARD OF BEADLE COUNTY COMMISSIONERS DO HEREBY PROPOSE, MAKE AND MOVE FOR ADOPTION OF THIS GRANT SUPPLEMENTAL BUDGET IN THE ITEM SET FORTH ABOVE.
At 1:20 p.m., Chairman Marcus turned the remainder of the meeting over to Vice Chairman Drake.
Moved by Mattke, seconded by Benson, motion carried. Deny the request of North Western Corporation for Discretionary Formula for Centrally Assessed Companies.
Moved by Benson, seconded by Werner, motion carried. Approve Mike Moore, Beadle County State’s Attorney to advertise for a Contract Public Defender Position in Beadle County.
Moved by Werner, seconded by Mattke, motion carried. Allow Beadle County employees to get a flu shot at the County Health Nurse office.
Moved by Benson, seconded by Mattke, motion carried. To approve the Care of Poor Policy and Economic Assistance dated September 15, 2009 as prepared by Deb Bozentko, Beadle County Welfare Director .
The Board adjourned to meet next on September 30, 2009 at 9:00 a.m.
