After a 6 month review as Auditor Moved by Werner, seconded by Drake, motion carried, to approve to increase Jill Hanson, County Auditor’s salary to $42,000.00 per year effective September 1, 2009.
At 10:00 a.m. Chairman Marcus declared bidding closed for labor and materials to shape the existing roadway, repair soft spots and install county furnished gravel surfacing on 17 miles of Beadle County Highways in the Northeast corner of the County and bidding for labor and materials to install an asphalt leveling course on 12 miles of 418th Avenue from 196th Street to 208th St, Beadle County Highway 39, beginning at U.S. Highway 14 on 418th Avenue.with the following bids received.

Ray Waldner for Economic Development for the City of Hitchcock and Robert Brodkorb for the Wolsey Senior Center came before the Commissioners to request money for the 2010 budget year and to tell the board what the money does for their respective groups. The board thanked them for taking the time to come and tell them about their programs, and they appreciate the work they do in their communities, but regretfully have to deny their request for the 2010 budget.

RESOLUTION 9-04-09
"ADOPTION OF THE ANNUAL 2009 BUDGET FOR BEADLE COUNTY, SOUTH DAKOTA"

WHEREAS, (7-21-5 through 13), SDCL provides that the Board of County Commissioners shall each year prepare a Provisional Budget of all contemplated expenditures and revenues of the County and all its institutions and agencies for such fiscal year and,
WHEREAS, the Board of County Commissioners did prepare a Provisional Budget and cause same to be published by law, and 
WHEREAS, due and legal notice has been given to the meeting of the Board of County Commissioners for the consideration of such Provisional Budget and all changes, eliminations and additions have been made thereto,
NOW THEREFORE, BE IT RESOLVED, That such provisional budget as amended and all its purposes schedules, appropriations, amounts, estimates and all matters therein set forth, SHALL BE APPROVED AND ADOPTED AS THE ANNUAL BUDGET OF THE APPROPRIATION AND EXPENDITURES for Beadle County, South Dakota, and all its institutions and agencies for calendar year beginning January 1, 2010, and ending December 31, 2010, and the same is hereby approved and adopted by the Board of County Commissioners of Beadle County, South Dakota, this 30th day of September 2009. The annual budget so adopted is available for public inspection during normal business hours at the office of the county auditor Beadle County, South Dakota. The accompanying taxes are levied by Beadle County for the year January 1, 2010 through December 31, 2010.

Moved by Benson, seconded by Drake, motion carried to go into Executive Session at 2:30 p.m. Chairman Marcus declared Executive Session over at 3:50 p.m.
The Board of Commissioners reviewed the overtime in all departments, and commends Skip McWethy, Jail Administrator and Jerry Batien, Highway Superintendent on the reduction overtime in their respective departments and ways to further reduce overtime.
Moved by Werner, seconded by Mattke, motion carried, to appoint Jacque McCaskell as Treasurer Assistant, to fill the Treasurer position until the next election, which is 2010. The effective start date to be based on when Jacque’s current position in the Auditor’s office is filled, with the appointed salary of $3,166.67 per month from start date to the remainder of 2009, and $3,333.33 per month until June 2010 and $3,473.33 per month the remainder of 2010.

On recommendation of the Beadle County Planning Commission: BE IT RESOLVED: by the Board of Beadle County Commissioners that the plat of Tract 1 a part of Government Lots 1 and 2 of the Northeast Quarter (N.E. Ľ ) of Section Four (4), Township One Hundred Twelve North (T. 112 N.), Range Sixty Four West (R. 64 W.) of the Fifth Principal Meridian (5 th P.M.), Beadle County, South Dakota as described above and drawn hereon be approved and accepted and the Auditor hereby is instructed to endorse on such plat a copy of this resolution and to certify the same.
