PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
OCTOBER 13, 2009
The Board of Beadle County Commissioners met Tuesday, October 13, 2009 at 9:00 am, pursuant to adjournment of October 6, 2009 with members present: Chairman Marcus, Vice Chairman Drake, Benson, Mattke, and Werner.
The Minutes of October 6, 2009 were approved.
Lori Hintz, BASEC Executive Director met with the board to visit with them about what BASEC does.
Moved by Benson, seconded by Drake, motion carried. To declare as surplus 1000 gallon tank and trailer from weed department and the following barrels of oil from the highway department and to be sold at Bales Auction on November 7, 2009.

Moved by Drake, seconded by Benson, motion carried. To go into Executive Session at 10:45 a.m. for legal counsel, Chairman Marcus declared Executive Session over at 11:15 a.m.
At 11:15 a.m. Chairman Marcus declared time for Public Hearing on Conditional Use Permit for Riverside Colony. At 1:00 p.m. Chairman Marcus declared Public Hearing closed. The findings of the Conditional Use permit are on file in the Auditor’s Office.
Moved by Werner, seconded by Drake, motion carried. To a approve Conditional Use Permit to Riverside Colony for a holding pond on the East edge of Section 21-112-61 (Iowa Township) as shown in Exhibit A, with the following conditions: No pivot irrigation of pond water on the SW ¼ 21-112-61 and NW ¼ 28-112-61 both in Iowa Township, minimum depth of 6 feet with a maximum depth of 12 feet, Right of Way 100 feet from the center of the road, two (2) four (4) million gallon cells (total of eight (8) million gallons) and that they follow Profit Pro’s program 100%, and that they must receive and meet all the State required permits before construction of the holding pond.
Moved by Benson, seconded by Mattke, motion carried. To table bids for labor and materials to install an asphalt leveling course on 12 miles of 418th Avenue from 196th Street to 208th St, Beadle County Highway 39, beginning at U.S. Highway 14 on 418th Avenue.
Moved by Mattke, seconded by Drake, motion carried to table bids from September 30, 2009 for labor and materials to shape the existing roadway, repair soft spots and install county furnished gravel surfacing on 17 miles of Beadle County Highways in the Northeast corner of the County.
Moved by Benson, seconded by Mattke, motion carried. To go into Executive Session for personnel at 1:35 p.m. Chairman Marcus declared Executive Session over at 2:10 p.m.
Moved by Werner, seconded by Mattke, motion carried. To approve Jill Hanson, Beadle County Auditor to hire Roxy Gogolin as Office Administrator effective November 1, 2009.
Moved by Werner, seconded by Benson, motion carried. To approve Karen Peck, Veteran’s Office Administrator as the joint Office Administrator between the Veteran’s Department and Welfare Department.
Moved by Werner, seconded by Mattke, motion carried. To approve Qwest Corporation Right of Way Easement for cable in Section 28-111-61 (Valley Township), with all future permits from Qwest Corporation to have an administration fee of $50.00 per permit.
The Board adjourned to meet next on October 29, 2009 at 9:00 a.m.
