The Insurance Committee members met with the board to give the Commissioners their recommendation on health insurance for the Beadle County Employees.
Moved by Benson, seconded by Mattke, motion carried to approve switching the Beadle County Employee’s eligible for health insurance to DakotaCare effective January 1, 2010 with the deductible of $1,500.00, Rider E and allow Flex account pending Union Contract Amendment.
Tom Moeding, Beadle County Emergency Management Director and Peggy Tisdel met with the board to inform them of how the Flu Shot clinics are going. As of the meeting date, they are expecting 1,500 doses of H1N1 to arrive within the next couple of weeks.
Moved by Werner, seconded by Drake, motion carried to approve Tom Moeding, Beadle County Emergency Management Director to purchase a 2009 Wells Cargo trailer from West-Way Trailers , used for the POD (Point of Distribution) Grant, titled under Beadle County Emergency Management, stored at Beadle County Highway and paid for out of the POD Grant.
At 9:30 a.m. Chairman Marcus declared time for 2nd and final reading of Amendment for Section 2602 of Beadle County Zoning Regulations 1998. No one appeared in opposition.
Moved by Werner, seconded by Drake, motion carried to approve the 2nd Reading and adopt the amendment to the Beadle County Zoning Regulations 1998 Section 2602, making null and void any prior version of said Section. The amendment now reads as follows:
SECTION 2602 – Building Permits Required
No building shall be erected, partially erected, moved, added to, or structurally altered without a permit therefore issued by the Zoning Administrator. No building permit shall be issued by the Zoning Administrator except in conformity with the provisions of this Ordinance, unless he/she received a written order from the County Planning Commission in the form of an administrative review, conditional use, or variance as provided by this Ordinance.
At 10:00 a.m. Chairman Marcus declared time for Public Hearing Sale of Alcoholic Beverage License hearing for 2010 Licensing Period. Received application for Fowl Play Inc.

Moved by Benson, seconded by Drake, motion carried to adopt the following resolution:

GRANT SUPPLEMENTAL BUDGET

WHEREAS, UNANTICIPATED REIMBURSEMENTS WERE RECEIVED FROM THE STATE OF SOUTH DAKOTA DEPARTMENT OF PUBLIC SAFETY OFFICE OF HOMELA ND SECURITY FOR US DEPARTMENT OF HOMELAND SECURITY 2008 HOMELAND SECURITY GRANT PROGRAM. THE FOLLOWING ITEM WILL BE REIMBURSED FOR MONIES EXPENDED IN THE 2009 BUDGET.

Moved by Drake, seconded by Benson, motion carried to go into Executive Session to discuss personnel at 11:10 a.m. Chairman Marcus declared Executive Session over at 11:30 a.m.
Moved by Werner, seconded by Benson, motion carried to approve the increase Sharon Korkow, Deputy Treasurer’s wage by $150.00 per month effective November 1, 2009, and to increase Jacque McCaskell, Treasurer’s Assistant salary to $3,333.33 per month until review in June 2010 effective December 1, 2009.
Moved by Werner, seconded by Mattke, motion carried to acknowledge $90,567.90 received from the State of South Dakota for the purpose of the Our Home Grant project, and authorize Jill Hanson, Beadle County Auditor, to pay Our Home $90,567.90 as per a Resolution signed previously by the board of Commissioners.
Moved by Werner, seconded by Mattke, motion carried to approve the Joint Cooperative Agreement for 2010 with the Northeast Council of Governments (NECOG).
