PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
JANUARY 6, 2010
The Board of Beadle County Commissioners met Wednesday, January 6, 2010, pursuant to adjournment of December 31, 2009 with members present: Marcus, Drake, Benson, Mattke, and Werner.
The Minutes of December 30, 2009 and December 31, 2009 were approved.
Moved by Drake, seconded by Benson, motion carried, to approve the following December 2009 monthly reports:

Chairman Marcus having determined business for 2009 to have been completed adjourned at 9:30 a.m.- sine die.
Auditor Jill Hanson called for nominations for 2010 Chairman. Commissioner Benson nominated Commissioner Werner.
Moved by Drake, seconded by Benson, motion carried to close nominations and instruct the Auditor to cast unanimous vote for Commissioner Werner as Chairman.
Auditor Jill Hanson called for nominations for 2010 Vice Chair. Commissioner Benson nominated Commissioner Drake.
Moved by Werner, seconded by Marcus motion carried to close nominations and instruct the auditor to cast unanimous vote for Commissioner Drake as Vice Chairman.
Commissioner Werner chaired the remainder of the meeting with members present: Werner, Drake, Benson, Mattke and Marcus.
At 9:45 a.m., bids that were received by 9:00 a.m. were opened and the notice to bidders for Metal Pipe (culverts) & Bridge Materials was read. The following bids were received:
1) Huron Culvert & Tank Company – Huron SD
(Bid in it’s entirety on file in the Auditor’s Office)
2) Central Culvert Supply – Pierre SD
(Bid in it’s entirety on file in the Auditor’s Office)
Moved by Marcus, seconded by Drake, motion carried, to accept the bid of Huron Culvert & Tank Company – Huron SD as being lowest bidder and in the best interest of Beadle County.
At 10:00 a.m., Judge Jon Erickson performed the swearing in of Jacqueline McCaskell, Beadle County Treasurer.
Jerry Batien, Beadle County Highway Superintendent attempted to get 3 quotes for tractors for mowing needs. The Following quote was received:
1. James River Equipment- up to a total of three (3) tractors
a. JD 7330 MFWD tractor
Up to 400 hours - $ 5.00 per hour
Over 400 hours - $15.00 per hour
Moved by Benson, seconded by Drake, motion carried to accept the quote from James River Equipment.
Moved by Benson, seconded by Mattke, to approve renting property in the amount of $1,500.00 per year with first right of refusal effective January 1, 2010 to December 31, 2010 legally described as follows’ 300’ of SW ¼ of SE1/4 (7.38 AC) less E130’ of W300’ of S375’ OL 36-111-62, property address 555 4th ST NW from Todd Williams.
Moved by Drake, seconded by Mattke, motion carried to approve the release of bond of Midland Contracting on Beadle County Highway 19 398th Avenue.
Tom Moeding, Beadle County Emergency Management Director updated the board on the Homeland Security Grant request that was sent to Pierre.
Moved by Mattke, seconded by Benson, motion carried to approve contractual agreements for Jail & JDC nursing services for Rita Baszler, Melissa Heinen-Schroeder, and Laurie Marcus.
Moved by Drake, seconded by Benson, to approve Juvenile Detention Center agreements with the following counties effective January 1, 2010 to December 31, 2010: Aurora County, Brule County, Buffalo County, Davison County, Edmunds County,Gregory County, Hamlin County, Hanson County, Hughes County, Jerauld County, Kingsbury County, Marshall County, McCook County, Sanborn County, Spink County, Stanley County, Sully County, Tripp County, Turner County, and Union County.
Moved by Benson, seconded by Drake, motion carried to approve the Regional Correctional Center agreements with the following counties effective January 1, 2010 to December 31, 2010: Hand County, Jerauld County, Kingsbury County, Sanborn County, and Spink County.
Moved by Marcus, seconded by Benson, motion carried to approve Vicki Nelson to attend Basic Spanish/Customer Services classes at Cornerstones from January 14, 2010 to February 18, 2010.
Moved by Mattke, seconded by Benson, motion carried to adopt the following resolution:
RESOLUTION 01-01-10
GRANT SUPPLEMENTAL BUDGET
WHEREAS, UNANTICIPATED REIMBURSEMENTS WERE RECEIVED FROM THE STATE OF SOUTH DAKOTA DEPARTMENT OF PUBLIC SAFETY OFFICE OF HOMELA ND SECURITY FOR US DEPARTMENT OF HOMELAND SECURITY 2008 HOMELAND SECURITY GRANT PROGRAM. THE FOLLOWING ITEM WILL BE REIMBURSED FOR MONIES EXPENDED IN THE 2010 BUDGET.

TOTAL $ 4,146.36
NOW, THEREFORE, BE IT RESOLVED, THAT THE BOARD OF BEADLE COUNTY COMMISSIONERS DO HEREBY PROPOSE, MAKE AND MOVE FOR ADOPTION OF THIS GRANT SUPPLEMENTAL BUDGET IN THE ITEM SET FORTH ABOVE.
The Board of Commissioners reviewed the rate schedule for Building Permits that went into effect on January 1, 2010. The rates are on file in the Director of Equalizations Office.
Moved by Benson, seconded by Drake, motion carried to go into Executive Session for personnel matters at 12:20 p.m. Chairman Werner declared Executive Session over at 1:10 p.m.
The board adjourned to meet next on January 14, 2010 at 9:00 a.m.
