Beadle County Commission Minutes:

PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
FEBRUARY 16, 2010

The Board of Beadle County Commissioners met on Tuesday, February 16, 2010 at 9:00 a.m. with members present: Chair Werner, Vice Chair Drake, Mattke and Benson. Absent was Marcus.
The Minutes of February 9, 2010 were approved.
Moved by Benson, seconded by Drake, motion carried to approve to delay the putting on of load limits only, the 40 mph speed limit will remain in affect, until February 24, 2010. The Board will review the weather conditions and make a decision on February 23, 2010.
Moved by Drake, seconded by Benson, motion carried to approve Skip McWethy, Jail Administrator to hire Wade Bergquist as jailor for up to 32 hours a week with benefits, start date of March 1, 2010, pending no other qualified applications apply prior to the job closing deadline.
Moved by Mattke, seconded by Drake, motion carried to allow the Sheriff’s Department to have qualified personnel transport person(s) in custody deemed necessary for out of town trips at a rate of $100.00 per transport.
Moved by Benson, seconded by Drake, motion carried to approve Skip McWethy, Jail Administrator to attend a SCRAM update class March 29 – 31, 2010 in Pierre, SD to be paid for with 24/7 money.
Moved by Drake, seconded by Benson, motion carried to approve Conditional Use Permit of Terry Scheibe to erect a meteorological tower to measure wind for potential wind farm.
Mike Moore, Beadle County States Attorney informed the Board that he received Grant money to pay for 100% of Ellen Kuhler, Contracted Deputy States Attorney and Patricia Manolis, Clerk/Victim Coordinator’s salary for the next 12 months.
The Board met with Fern Mattke, 2010 Census worker, who gave an update on the 2010 Census, and asked the County to adopt the 2010 Census Partner Proclamation.

RESOLUTION 02-01-10
2010 CENSUS PARTNER PROCLAMATION
WHEREAS an accurate census count is vital to our community and residents’ well-being by helping planners determine where to locate schools, day care centers, roads and public transportation, hospitals and other facilities, and achieving an accurate and complete count of the nation’s growing and changing population;
WHEREAS more than $400 billion per year in federal and state funding is allocated to, states and communities based, in part, on census data;
WHEREAS census data helps determine how many seats each state will have in the U.S. House of Representatives and often is used for the redistricting of state legislatures, county and city councils and voting districts;
WHEREAS the 2010 Census creates jobs that stimulate economic growth and increase employment;
WHEREAS the information collected by the census is confidential and protected by law;
NOW, THEREFORE, we proclaim that Beadle County is committed to partnering with the U.S. Census Bureau to help ensure a full and accurate count in 2010.
As a 2010 Census partner, we will:
1. Support the goals and ideals for the 2010 Census and disseminate 2010 Census information to encourage those in our community to participate.
2. Encourage people in our community to place an emphasis on the 2010 Census and participate in evens and initiatives that will raise overall awareness and ensure a full and accurate census.
3. Support census takers as they help our community complete an accurate count.
4. Create or seek opportunities to collaborate with other like-minded groups in our community by participating in Complete Count Committees and/or utilizing high-profile, trusted voices to advocate on behalf of the 2010 Census.
Moved by Drake, seconded by Mattke, motion carried to approve Tom Moeding, Beadle County Emergency Management Director to attend the SD Homeland Security Summit on June 15-17, 2010 in Sioux Falls.
Moved by Mattke, seconded by Benson, motion carried to approve the Intergovernmental Agreement with Spink County a ten mile portion of what is designated as Beadle County Highway 2, a gravel road in both Spink County to the North and Beadle County to the South with a Western boundary at the Hand County line an Eastern boundary at South Dakota Highway 281 for the purpose of outlining the rights, responsibilities and agreement with respect to the maintenance of Beadle County Highway 2.
Moved by Drake, seconded by Benson, motion carried to approve Chair Werner to sign an early retirement contract effective February 28, 2010 with Tom Beerman, Beadle County Sheriff.
Moved by Mattke, seconded by Drake, motion carried to set land sale at March 9, 2010 at 11:00 a.m for the following properties.
