The Board of Beadle County Commissioners met Thursday, February 25, 2010, pursuant to adjournment of February 23, 2010 with members present: Chair Werner, Vice Chair Drake, Benson, Mattke and Marcus.

At 10:00 a.m. Chair Werner declared time for Public Progress Hearing open with Ted Dickey from North East Council of Governments (NECOG) and Mary Walz from Our Home in attendance. The purpose of this hearing is for questions and comments concerning the Our Home Kitchen/Dining Hall Facility Construction Project and its funding. Chair Werner asked if anyone had any questions or comments. No One had questions or comments. Chair Werner declared public hearing closed.
Moved by Marcus, seconded by Benson, motion carried at approve an agreement with the State of South Dakota to provide for the striping and continuing maintenance of county roads within Beadle County.
Moved by Drake, seconded by Marcus, motion carried to set bid date for March 16, 2010 at 9:45 a.m. for Hot Mix and March 16, 2010 at 10:00 a.m. for Cold Mix.
Moved by Marcus, seconded by Drake, motion carried to approve the fuel quotes requested by Jerry Batien, Beadle County Highway Superintendent for No 1 3,000 gallons and 10% gas 3,000 gallons, and approve quote from Harms Oil Company as being in the best interest of the County.

Moved by Benson, seconded by Mattke, motion carried to approve Chair Werner to sign the Right of First Refusal as prepared by Jeff Banks, Beadle County Deputy States Attorney between Beadle County and Todd Williams and Gail Williams for the lease agreement of the real property located at 555 4th St NW.
The Board of Commissioners reviewed procedures regarding County vehicles and train intersections, and are working on implementing a new policy.
Moved by Marcus, seconded by Benson, motion carried to go into Executive Session for personnel at 11:30 a.m. Chair Werner declared Executive Session over at 11:55 a.m.
The Board acknowledged the receipt of $87.009.80 from the State of South Dakota for the Our Home Inc Kitchen/Dining Hall Grant and that Auditor Jill Hanson issued a check to Our Home.

GRANT SUPPLEMENTAL BUDGET
WHEREAS, UNANTICIPATED REIMBURSEMENTS WERE RECEIVED FROM THE STATE OF SOUTH DAKOTA DEPARTMENT OF PUBLIC SAFETY OFFICE OF HOMELA ND SECURITY FOR US DEPARTMENT OF HOMELAND SECURITY 2008 HOMELAND SECURITY GRANT PROGRAM. THE FOLLOWING ITEM WILL BE REIMBURSED FOR MONIES EXPENDED IN THE 2010 BUDGET.

Moved by Benson, seconded by Marcus, motion carried to approve Chair Werner to sign the WIC Program County Contract Amendment to increase the money received acquired through the state from d$19,218.68 to $21,434.68. Contract is from June 1, 2009 to May 31, 2010.
Moved by Drake, seconded by Benson, motion carried to approve Deb Bozentko, Welfare Director to attend the County Welfare Workshop in Pierre on March 16-17, 2010, and the Commissioners to attend the County Commissioner Workshop in Pierre on March 17-18, 2010.

Moved by Mattke, seconded by Marcus, motion carried, to amend Wheel Tax Ordinance as follows:
Be it ordained by Beadle County that the Beadle County Wheel Tax Ordinance be amended on all motor vehicles as defined in SDCL 32-3-1 registered in the county at the rate not to exceed FOUR (4) DOLLARS per vehicle wheel. The tax shall be administered and collected by the County. The per vehicle wheel rate shall be the same for all types of motor vehicles and the total vehicle tax may not exceed SIXTEEN (16) DOLLARS per vehicle. The proceeds from the tax shall be retained by the county, deposited in a special highway fund, and the revenue may be used only for highway and bridge maintenance and construction. The Board of County Commissioners shall by resolution, establish a means of distributing the revenue generated by the wheel tax among the municipalities and townships located within the county.
The Wheel Tax Referendum will be on the Primary Election Ballot on June 8, 2010. With voter approval, this ordinance will become effective July 1, 2010.
First reading for the Amendment for Beadle County Wheel Tax Ordinance will be March 16, 2010 at 11:45 a.m. at the Beadle County Courthouse on 2nd floor in the Commissioners Room. Second Reading will be March 23, 2010 at 11:00 am at the Beadle County Courthouse on second floor in the Commissioners room.
The board adjourned to meet next on March 1, 2010 at 9:00 a.m.
