PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
MARCH 9, 2010
The Board of Beadle County Commissioners met on Tuesday, March 9, 2010 at 9:00 a.m. with members present: Chair Werner, Vice Chair Drake, Marcus, Mattke and Benson.
The Minutes of February 25, 2010, March 1, 2010 and March 5, 2010 were approved as read.
Moved by Drake, seconded by Marcus, motion carried to set bid date for Road Oil on March 30, 2010 at 10:00 a.m.
Moved by Drake, seconded by Benson, motion carried to allow Jerry Batien, Beadle County Highway Superintendent to attend Asphalt Conference in Pierre on March 31, 2010 and April 1, 2010.
At 10:00 a.m. Chair Werner declared hearing for the 2nd Reading of the Snow Ordinance open. Chair Werner asked for any questions or comments. No one had any questions or comments. Chair Werner declared hearing closed.
Moved by Mattke, seconded by Benson, motion carried to add and adopt the following Ordinance to the Beadle County Zoning Regulations 1998, Article 21 Section 2110 -Snow Removal
SECTION 2110 – Snow Removal
Snow Removal from Private Property. No person or persons shall remove snow from private property, drive-ways, or field entrances and deposit, push, or dump the same on any Beadle County Highway or public right-of-way or on shoulders of the highways. Violation of this provision is a Class II Misdemeanor.
Violators of this ordinance shall be responsible for the removal of the snow. If Beadle County is required to remove the snow, it will be at a cost of $100.00 per hour, with a minimum of $100.00. The cost and expenses of these protective operations will be billed to the individual responsible. If these costs and expenses are not paid to the Beadle County Treasurer by October 1st of the incurring year, the sum will be extended onto the tax list against the landowner of the described property.
Bobbi Larsen and Kevin Vaith Extension Educators visited with the Board to update them on the happenings in the Extension office.
Moved by Marcus, seconded by Mattke, motion carried to approve the Memorandum of Understanding between the South Dakota Cooperative Extension Service and Beadle County and acknowledge that Chair Werner signed said agreement on March 1, 2010.
Moved by Marcus, seconded by Benson, motion carried to increase mileage from $0.40 per mile to $0.43 per mile for the Sheriff’s Department to serve civil papers.
Moved by Marcus, seconded by Drake, motion carried to go into Executive Session at 11:30 a.m. for personnel. Chair declared Executive Session over at 1:50 p.m.
Moved by Drake, seconded by Benson, motion carried to declare 6,740 lbs of scrap metal as surplus and to sell to Barti Metal for $471.80.
Moved by Marcus, seconded by Drake, motion carried to adopt the following resolution:
RESOLUTION 03-01-10
GRANT SUPPLEMENTAL BUDGET
WHEREAS, UNANTICIPATED REIMBURSEMENTS WERE RECEIVED FROM THE STATE OF SOUTH DAKOTA DEPARTMENT OF PUBLIC SAFETY OFFICE OF HOMELA ND SECURITY FOR US DEPARTMENT OF HOMELAND SECURITY 2008 HOMELAND SECURITY GRANT PROGRAM.

NOW, THEREFORE, BE IT RESOLVED, THAT THE BOARD OF BEADLE COUNTY COMMISSIONERS DO HEREBY PROPOSE, MAKE AND MOVE FOR ADOPTION OF THIS GRANT SUPPLEMENTAL BUDGET IN THE ITEM SET FORTH ABOVE.

RESOLUTION 03-02-10
GRANT SUPPLEMENTAL BUDGET
WHEREAS, UNANTICIPATED DONATION WAS RECEIVED FROM AN ANONYMOUS CITIZEN FROM BEADLE COUNTY FOR EMERGENCY FOOD AND SHELTER NATIONAL BOARD PROGRAM 2010 FUNDING. THE FOLLOWING ITEM WILL BE REIMBURSED FOR MONIES EXPENDED IN THE 2010 BUDGET.

NOW, THEREFORE, BE IT RESOLVED, THAT THE BOARD OF BEADLE COUNTY COMMISSIONERS DO HEREBY PROPOSE, MAKE AND MOVE FOR ADOPTION OF THIS GRANT SUPPLEMENTAL BUDGET IN THE ITEM SET FORTH ABOVE.

GRANT SUPPLEMENTAL BUDGET
WHEREAS, UNANTICIPATED REIMBURSEMENTS WERE RECEIVED FROM THE STATE OF SOUTH DAKOTA FOR BEADLE COUNTY WEED AND PEST BOARD. THE FOLLOWING ITEMS WILL BE ADDED TO THE 2010 BUDGET.
101 615 426 WEED BOARD SUPPLIES $1,000.00
101 615 429 WEED BOARD CHEMICALS $3,000.00
TOTAL $4,000.00
