PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
MARCH 23, 2010

The Board of Beadle County Commissioners met on Tuesday, March 23, 2010 at 9:00 a.m. with members present: Chair Werner, Vice Chair Drake, Marcus, Mattke and Benson.
The Minutes of March 16, 2010 were approved as read.
At 11:00 a.m., Chair Werner opened 2nd public hearing and read Notice to Public Hearing for Amendment of Beadle County Wheel Tax Ordinance.
Question was asked about what has been done to save money in the County versus raising a Wheel Tax. A list of items were reviewed of such money saving actions that were implemented with the 2009/2010 Budget process. After the Commissioners presented a power point program, which explains how the costs keep increasing, however the avenues that the county can collect do not increase. After the presentation, those in attendance commented that in order to save our roads and bridges it is probably the fairest tax, however everyone wishes that the semi’s were charged the same amount, but realize that is not a county issue, but a state issue.
Townships Supervisors stated that the water running over the roads because of the spring thaw is really creating problems not only in the county but in the townships as well. The County, like the Townships are to having to put money into roads, with budgets that do not cover all that is needed to be fixed. 
A question was asked when townships are going to be getting new culverts put in their area, and Jerry Batien, Beadle County Highway Superintendent stated that they will be working on it this year. The County has several bridges that are scheduled to be fixed in a State program; however, they can only fix one per year. The average cost of fixing the culverts and bridges is $50,000.00, and with the cost of maintaining the roads, there isn’t money left over. 
David McGirr, City of Huron Mayor stated that the City of Huron isn’t here to ask for any money from the new Wheel Tax, if it passes, they are just hoping that this will help the County, however they realize that this is just a bandage on a severed limb. The other Towns in attendance realized that the money that they would receive, wouldn’t be that much for them, and they realize that towns have other ways they can increase their revenue.

May 11, 2010 Legion Hall – Commercial Club – Wessington 12:00 Noon
May 17, 2010 Community Room – Hitchcock 7:00 p.m.
Lake Byron - to be determined at a later date. 
If anyone wants to have the presentation shown to an event to call the Auditor and set up a time. 
Chair Werner asked if there were any other questions or comments, seeing that there were no other questions or comments, he declared the Public Hearing closed.
Moved by Marcus, seconded by Mattke, motion carried, to amend Wheel Tax Ordinance as follows:
Be it ordained by Beadle County that the Beadle County Wheel Tax Ordinance be amended on all motor vehicles as defined in SDCL 32-3-1 registered in the county at the rate not to exceed FOUR (4) DOLLARS per vehicle wheel. The tax shall be administered and collected by the County. The per vehicle wheel rate shall be the same for all types of motor vehicles and the total vehicle tax may not exceed SIXTEEN (16) DOLLARS per vehicle. The proceeds from the tax shall be retained by the county, deposited in a special highway fund, and the revenue may be used only for highway and bridge maintenance and construction. The Board of County Commissioners established that 10% of the new revenue generated by the wheel tax would be distributed among the townships located within the county, based on the number of maintained miles in the Township as on file in the Auditor’s Office.
The Wheel Tax Referendum will be on the Primary Election Ballot on June 8, 2010. With voter approval, this ordinance will become effective July 1, 2010.
At 1:00 p.m., the Board of Commissioners toured the location where the prisoner meals are currently prepared to see if there is a possibility of saving money by having meals being prepared on site.
The Board broke for lunch and reconvene at 2:15 p.m.
Moved by Mattke, seconded by Drake, motion carried to approve Ellen Kuhler, contracted deputy States’ Attorney as a full time employee with benefits, salary of $4300 per month and Trish Manolis salary increase to $2,500 per month with benefits. Both employee’s salaries and benefits will be paid 100% by grant money.

GRANT SUPPLEMENTAL BUDGET
WHEREAS, UNANTICIPATED REIMBURSEMENTS WERE RECEIVED FROM THE STATE OF SOUTH DAKOTA DEPARTMENT OF PUBLIC SAFETY OFFICE OF HOMELA ND SECURITY FOR US DEPARTMENT OF HOMELAND SECURITY 2008 HOMELAND SECURITY GRANT PROGRAM. THE FOLLOWING ITEM WILL BE REIMBURSED FOR MONIES EXPENDED IN THE 2010 BUDGET.

NOW, THEREFORE, BE IT RESOLVED, THAT THE BOARD OF BEADLE COUNTY COMMISSIONERS DO HEREBY PROPOSE, MAKE AND MOVE FOR ADOPTION OF THIS GRANT SUPPLEMENTAL BUDGET IN THE ITEM SET FORTH ABOVE.

1. CPR and A.E.D. training for staff on March 31, 2010 at the North Fire Station for the following staff: Rick Kuestermeyer, Pennie Baysinger, Brian Cunard, Angela Brown, Tara Mulder, Rick Dufek, Wade Bergquist, Shane Ball, and Kathie Bostrom
2. acknowledge Skip McWethy, Jail Administrator did a Policy Review/Security Procedures/Facility Operations/Sight and Sound Separation Training for JDC staff on February 25, 2010
3. CPI training (Non-Violent Crisis Intervention) – physical restraint and Verbal Judo training on April 14, 2010 with Safety Benefits at no cost to the county for all jail employees.

South Thirty Feet (S30’) of Block Five (5), and All of Lot Six (6), J.F. Anderson Addition, City of Huron, Beadle County, South Dakota to James Valley Housing Inc. for and in consideration of One ($1.00) dollar. 
Moved by Marcus, seconded by Benson, motion carried to go into Executive Session for personnel matters at 4:20 p.m. Chair Werner declared Executive Session over at 4:30 p.m.
