PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
APRIL 5, 2010
The Board of Beadle County Commissioners met on Monday, April 5, 2010 at 1:00 p.m. with members present: Chair Werner, Vice Chair Drake, Marcus, Mattke and Benson.
Moved by Marcus, Seconded by Mattke, motion carried to go into Executive Session at 1:45 p.m. for personnel matters. Chair Werner declared Executive Session over at 1:50 p.m.
Moved by Benson, seconded by Drake, motion carried to approve Jerry Batien, Beadle County Highway Superintendent to attend a meeting in Pierre on April 13, 2010 for the Research Review Board that he is on.
Moved by Marcus, seconded by Drake, motion carried to approve the following request from the Director Of Equalization Office:
1. Pat Tschetter, Curt Peterson and Myra Smidt to attend 2010 SDAAO (South Dakota Association of Assessing Officers) in Mitchell, SD May 26-28, 2010.
2. Pat Tschetter, Debbie Lindblad, and Myra Smidt to attend South Dakota Department of Revenue to attend annual assessors school September 12-17, 2010 in Pierre, SD.
Moved by Benson, seconded by Drake, motion carried to adopt the following resolution, pending $100.00 administration fee permit:
RESOLUTION 04-01-10
"WILBUR ELLIS"
WHEREAS, Wilbur Ellis Huron South Dakota, is requesting permission to
operate, take off or land an aircraft on any county or township road in Beadle County, for
the purpose of servicing said aircraft in preparation for aerial application of chemical or
fertilizer materials, and
WHEREAS, Wilbur Ellis has agreed to abide by the safety rules adopted by
the Aeronautics Commission which is granted authority by subsections 2 and 3 of Section
70:02:02:08 of South Dakota Administrative Rule under the authority of SDCL 50-2-2.1
and assume all liability when using said roads, and
NOW THEREFORE, BE IT RESOLVED: The Beadle County Commissioners in
regular session this 5th day of April, 2010 by unanimous vote, do hereby grant
permission to Wilbur Ellis to use said roads for requested use.
Moved by Drake, seconded by Mattke, motion carried to adopt the following resolution:
RESOLUTION 04-02-10
“PLAT OF BROADLAND CREEK RESIDENTIAL SUBDIVISION SECOND ADDITION, LOTS 2A AND 2B, A REPLAT OF LOT 2 OF BROADLAND CREEK RESIDENTIAL SUBDIVISION – LOTS 1 THRU 28 IN THE SOUTHEAST ¼ OF SECTION 25, TWP 111 NORTH, RGE 62, WEST OF THE 5TH P.M. BEADLE COUNTY, SOUTH DAKOTA.”
On recommendation of the Beadle County Planning Commission: BE IT RESOLVED: by the Board of Beadle County Commissioners that the plat of Broadland Creek Residential Subdivision Second Addition – Lots Two A (L. 2A) and Lot Two B (L. 2B), a replat of Lot Two (L. 2), of Broadland Creek Residential Subdivision – Lots One thru Twenty-Eight (L.1 – 28), in the SouthEast Quarter (SE ¼) of Section Twenty-Five (S. 25), Township One Hundred Eleven North (T. 111 N.), Range Sixty-Two West (R. 62 W), of the Fifth Principal Meridian (5 th P.M.), Beadle County, South Dakota as described above and drawn hereon be approved and accepted and the Auditor hereby is instructed to endorse on such plat a copy of this resolution and to certify the same.
Moved by Marcus, seconded by Benson, motion carried to acknowledge that Beadle County has been awarded the Energy Efficiency and Conservation Block Grant program to replace the boiler system in the Courthouse and Correction Center in the amount of $116,480.00 and authorize Chair Werner to sign the grant agreement.
At 2:00 p.m. the Board of Commissioners met with the Department Heads for a quarterly update.
At 4:00 p.m. the Board of Commissioners met with all employees to show them the updated power point presentation.
The Board adjourned to meet next on Thursday, April 15, 2010 at 9:00 a.m.
