PROCEEDINGS OF THE BEADLE COUNTY COMMISSION
JULY 13, 2010
The Board of Beadle County Commissioners met on Tuesday, June 13, 2010 at 9:00 a.m. with members present: Chair Werner, Vice Chair Drake, Mattke, Marcus and Benson.
The Minutes of June 30, 2010 was approved as read.
At 9:00 a.m., Chair Werner declared bidding closed for Crushing of Concrete and Blacktop with the following bid received:
1. Concrete Contractors $6.00 / Ton With Bid Bond available upon request

Jerry Batien, Beadle County Highway Superintendent contacted Concrete Contractors upon the Commissioner’s request and negotiated the above mentioned bid to $5.50/Ton with no Bid Bond. The commission discussed that for an approximate $5,000.00 savings and favorable past experience with the bidder, that it would be beneficial to the County to accept the negotiated bid with waiving the bid bond for crushing work.
Moved by Drake, seconded by Benson, motion carried to approve the negotiated contract with Concrete Contractors in the amount of $5.50 per ton.
Moved by Drake, seconded by Mattke, motion carried to approve the Fuel Quotes as presented by Jerry Batien, Beadle County Highway Superintendent, for 8,100 gallons of Diesel and 1,000 gallons of Gas, and approve quote from Harms Oil Company as being in the best interest of the County.

The Board met with the Dakotaland / Pyle House/ Centennial Stone Church Museums Board Members, Curator, and Volunteers and were updated on all of the happenings at the Dakotaland Museum, Pyle House, and Centennial Stone Church. They also informed the Board how many people visit the museum, and some of the new things the Museum Board is looking into.
At 10:30 a.m., Chair Werner declared time for Public Hearing for the Joint Jurisdictional Ordinances. No One appeared in opposition. The 2nd and final Reading will be held July 29, 2010 at 10:00 a.m.
Skip McWethy, Jail Administrator and Shane Sejnoha and Greg Kathan from CBM meals visited with the board to see if there are possible ways the County can lower their prisoner meal rates. Skip and CBM are going to work on a plan and report back to the board on the July 20, 2010.
Doug Solem, Beadle County Sheriff visited with the board to give them an update on the County getting credit cards for fuel and travel. The board advised Sheriff Solem to do more research and report back to them.
Moved by Benson, seconded by Drake, motion carried to approve Wade Bergquist to attend jail school on August 23 – 27, 2010.
Moved by Mattke, seconded by Marcus, motion carried to go into Executive Session for legal counsel at 12:00 p.m. Chair Werner declared executive session over at 12:50 p.m.
Moved by Benson, seconded by Marcus, motion carried to authorize Chair Werner to sign grant with the State of South Dakota, Office of Public Health Preparedness and Response for Points of Dispensing (POD) development.
Moved by Drake, seconded by Mattke, motion carried to adopt the following resolution:

GRANT SUPPLEMENTAL BUDGET
WHEREAS, UNANTICIPATED REIMBURSEMENTS WERE RECEIVED FROM THE STATE OF SOUTH DAKOTA DEPARTMENT OF PUBLIC SAFETY OFFICE OF HOMELA ND SECURITY FOR US DEPARTMENT OF HOMELAND SECURITY 2008 HOMELAND SECURITY GRANT PROGRAM.

TOTAL $ 18,579.93
NOW, THEREFORE, BE IT RESOLVED, THAT THE BOARD OF BEADLE COUNTY COMMISSIONERS DO HEREBY PROPOSE, MAKE AND MOVE FOR ADOPTION OF THIS GRANT SUPPLEMENTAL BUDGET IN THE ITEM SET FORTH ABOVE.
