The Board of Commissioner’s reviewed forecasted income and expenses for the remainder of 2010 in order to determine estimated cash reserves at the end of 2010. The Board then reviewed a preliminary budget for 2011. The Board subsequently determined that, without an Opt Out of the Property Tax Freeze, there would not be enough revenue in 2011 to provide the basic services that the County is required to provide.
The Board then discussed what the amount and the duration of the Opt Out should be. The Board decided to pursue a $300,000 Opt Out for 2 years. A $300,000 Opt Out would result in about $27.00 of tax per year on a property with a $100,000 valuation.
The Board also noted that about 17 percent of the valuation in Beadle County is owned by taxpayers that reside outside of the County. Thus, about $50,000 of the $300,000 Opt Out would be collected from property owners that do not reside in Beadle County.
Moved by Marcus, seconded by Mattke, motion carried to adopt the following resolution:

ATTENTION TAXPAYERS:
NOTICE OF
PROPERTY TAX INCREASE
OF $300,000.00
RESOLUTION FOR OPT OUT
THE GOVERNING BOARD OF BEADLE COUNTY do state that the above said board is unable to operate under the tax limitation measure currently in statute. We therefore OPT OUT of such tax limitation in the amount of $ 300,000.00 starting with calendar year 2010 taxes payable in the calendar year 2011 . This opt out will be for two (2) years, which will be through taxes payable in the calendar year 2012 . This action has been taken by the board and approved by at least a two-thirds vote of the board.
This decision may be referred to a vote of the people upon a petition signed by at least five percent of the registered voters in the district and filed with the governing body within twenty days of the first publication of this decision.
Unless this action is referred to a vote of the people and reversed by such vote, this resolution authorizes the county auditor to spread an excess levy to raise tax dollars in the above stated amount.
The Board adjourned to meet next Tuesday, July 20, 2010 at 9:00 a.m.
